This ordinance adjusts a number of building inspection fees - boilers, signs, plumbing, elevators and electrical. The effective date for all fee adjustments other than boilers is January 1, 1998; the effective date for boiler fees is the day after publication.

BODY:

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 200-33-11 of the code is repealed and recreated to read:

 

200-33. Fees.

 

11. ELECTRICAL INSTALLATIONS AND REPAIRS. Electrical repairs involving the replacement of a single existing light fixture, convenience outlet or switch, which do not involve changes to existing wiring, change of a circuit or increase in size of load, can be made without permit providing these repairs do not conflict with any regulation of this code. The following fees shall be collected when permits are submitted for commercial electrical installation or repair, or for residential remodeling projects that involve any of the following electrical installations or repairs:

 

a. Air conditioner outlet for one and 2-family dwelling units: $7 each.

 

b. Air conditioner other than one and 2-family dwellings: $7 minimum or $0.50 per horse power.

 

c. Ballast: $0.50 each.

 

d. Capacitors or converters: $0.50 per kilowatt not to exceed $250 for an individual unit.

 

e. Dimmer: $3 each.

 

f. Dishwasher: $7 each.

 

g. Dryer (electric) outlet: $7 each.

 

h. Feeder:

 

h-1. Up to 400 amps: $25.

 

h-2. 401-600 amps: $30.

 

h-3. 601-800 amps: $35.

 

h-4. 801-1000 amps: $40.

 

h-5. Over 1000 amps: $45.

 

h-6. Feeder over 600 volts: $50.

 

i. Fixture with medium or mogul base socket: $0.25 each.

 

j. Furnace with motor: $7 each.

 

k. Garbage disposal: $7 each.

 

L. Generator: $0.50 per kilowatt not to exceed $250 for an individual unit.

 

m. Heater (electric): $0.50 per kilowatt.

 

n. Lamp - tubular, fluorescent, mercury vapor, cold cathode, lumiline: $0.25 per tube.

 

o. Light - arc, flood, etc.: $3 each.

 

p. Low voltage affidavit application: $40. (See s. 222-13-5.)

 

q. Machine - moving picture, stereoptician, x-ray, high frequency therapeutic apparatus, etc.: $7 each.

 

r. Minimum permit fee: $50 for installations and repairs in one and 2-family dwellings; $60 for installations and repairs in other than one and 2- family dwellings.

 

s. Motor: $0.50 per horsepower.

 

t. Outlet for fixture, lamp, switch, receptacle, etc.: $0.50 each.

 

u. Range (electric): $7 each.

 

v. Reactor or rectifier: $0.50 per kilowatt not to exceed $25 for an individual unit.

 

w. Reinspection fee (assessed on second inspection for compliance and each additional inspection after the second): $50. Failure to pay reinspection fees after one notice may result in the department citing the electrical license holder to the electrical license examining board. When citing occurs, the license shall be subject to suspension or revocation, as determined by the board.

 

x. Residential affidavit application for one and 2- family dwellings: $20. (See s. 222-13-4.)

 

y. Services with one service switch:

 

y-1. Up to 400 amps: $50.

 

y-2. 401-600 amps: $55.

 

y-3. 601-800 amps: $60.

 

y-4. 801-1000 amps: $65.

 

y-5. Over 1000 amps: $70.

 

y-6. Services over 600 volts: $75.

 

y-7. Each additional service switch: $10.

 

z. Sign - lamps: $0.25 each.

 

za. Sign - neon: $5 first transformer; $0.50 each additional transformer.

 

zb. Signal or communication device (audible or visual): $0.50 each.

 

zc. Strip lighting - plug in strip, similar systems: $0.25 per foot.

 

zd. Temporary wiring: $10.

 

ze. Transformers: $0.50 per kilowatt not to exceed $300 for an individual unit.

 

zf. Water heater (electric): $7 each.

 

zg. Welding outlet: $7 each.

 

zh. Wireway, busway, underfloor raceway, gutters, troughs: $0.25 per foot.

 

Part 2. Section 200-33-13-a of the code repealed and recreated to read:

 

13. ELEVATORS. a. Inspection Fees. Fees for periodic inspections and reinspections of all classes of elevators and lifting devices within the scope of ch. Comm 18, Wis. Adm. Code, shall be as follows:

 

a-1. Periodic inspections and reinspections:

 

a-1-a. Class 1, 2, 3 and 6 (0 to 4 landings): $55.

 

a-1-b. Class 1, 2, 3 and 6 (5 to 10 landings): $85.

 

a-1-c. Each additional landing: $5.

 

a-1-d. Class 7: $115.

 

a-1-e. Class 2A, 4, 5 and 8: $55.

 

a-1-f. Each reinspection of an elevator shall be charged an inspection fee the same as subpars. a to e until the elevator is certified.

 

a-2. Reinspection of new installation to determine compliance (Classes 1, 2, 2A, 3, 4, 5, 6, 7 and 8): $75.

 

Part 3. Section 200-33-13-d and e of the code is amended to read:

 

d. Construction Permit Fees. The fees for permits required by this subsection shall be charged at the rate of 1.5% of the total cost of installation, alteration or replacement with a minimum permit fee of [[$200]] >>$250<<. [[No permit or permit fee shall be required for any alteration or replacement if the cost of the work is less than $1,000. If the work requires an inspection, the minimum fee will be charged.]]

 

e. Repair Permit Fees. The fees for permits required by this subsection shall be charged at the rate of 1.5% of the total cost of repair, with a minimum fee of [[$40]] >>$50<<. [[No permit or permit fee shall be required for any repair if the cost of the work is less than $1,000. If the work requires an inspection, the minimum fee will be charged.]]

 

Part 4. Section 200-33-23 of the code is repealed and recreated to read:

 

23. HEATING AND VENTILATING SYSTEMS. a. Heating and Ventilating. The fees for heating and ventilating systems and equipment shall be as follows:

 

a-1. Furnaces in dwelling units:

 

a-1-a. One furnace: $40.

 

a-1-b. Multiple furnaces in the same building: $25 per furnace.

 

a-1-c. Furnace in conjunction with air conditioning: $25 per furnace. See refrigeration, mechanical, for air conditioning permit fee.

 

a-2. Furnaces in other than dwelling units: $40 per furnace.

 

a-3. Installation of heating, ventilating and air conditioning equipment not included within other permits: 0.5% of the cost of the equipment and installation. The minimum fee shall be $35.

 

a-4. Unit, room and radiant heaters. The permit fee for the installation of oil or gas fired unit heaters, room heaters and radiant heaters shall be $15 per unit. The minimum fee shall be $35.

 

a-5. Spray Booths.

 

a-5-a. The permit fee for the installation of any spray booth shall be computed at $5 for each 1000 cubic feet per minute capacity or part thereof of the spray booth fan or blower.

 

a-5-b. The minimum fee for any installation in any one building shall be $40. a-5-c. The fee for replacements shall be computed at the same rate as a new installation.

 

b. Testing. The permit fee for the witnessing of an A.S.M.E. welding qualification test shall be $85.

 

c. Types of Installations. The permit fees for the installation, replacement and alteration or repair of boiler, unfired pressure vessels or power piping shall be computed at $25 for each $500 or fraction thereof. The minimum fee shall be $50.

 

d. Burners. The permit fee for the installation or replacement of an oil or gas burner shall be $45.

 

e. Incinerators. The permit fee for the installation or replacement of an incinerator shall be as follows:

 

e-1. Residential: $75.

 

e-2. Commercial: $75.

 

f. Stokers. The permit fee for the installation or replacement of a stoker shall be $75.

 

g. Electronic Monitoring. The permit fee for the installation of electronic monitoring shall be computed at $100 for each boiler.

 

h. Periodic Inspections:

 

h-1. Power boilers:

 

h-1-a. 0-250 square feet of heating surface: $110.

h-1-b. Over 250 square feet of heating surface: $200.

 

h-2. Heating boilers:

 

h-2-a. 0-200,000 BTUs: $75.

 

h-2-b. Over 200,000 BTUs: $125.

 

h-3. Unfired pressure vessels:

 

h-3-a. 1-12 cubic feet volume: $75.

 

h-3-b. Over 12 cubic feet volume: $110.

 

i. Reinspection Fee. A fee of $75 shall be assessed for inspections made by the department to gain compliance with the rules of ch. 223, after orders have been issued by the department.

 

j. Hydrostatic tests for boilers and unfired pressure vessels: $90.

 

k. Quality Control Review. A fee of $75 per hour, or fraction thereof, shall be charged for the review of an organization's quality control manual with a minimum of 2 hours.

 

Part 5. Section 200-33-33 of the code is amended to read:

 

33. OVERTIME FEES. An overtime fee of [[$60]] >>$75<< per hour, or fraction thereof, shall be charged to any person requesting an inspection at any time [[prior to 7:00 a.m. or after 5:00 p.m.]] >>other than normal working hours<<. Minimum hours charged shall be in accordance with union contracts. Inspections of fireworks displays shall be exempt from overtime fees.

 

Part 6. Section 200-33-43-h, i, m and n of the code is amended to read:

 

43. PLUMBING.

 

h. Plumbing survey of an existing building to be included with plumbing permit: [[$50]] >>$60<<.

 

i. Installation and connection of each plumbing fixture or appliance: [[$7]] >>$8<<. The minimum permit fee shall be $50. The minimum permit fee for the installation of one plumbing fixture in a [[residential]] >>one or 2-family<< building shall be $40.

 

m. For the issuance of a 5-year well operation permit: [[$50]] >>$75<<.

 

n. For the renewal of a 5-year well operation permit: [[$50]] >>$75<<.

 

Part 7. Section 200-33-47 of the code is repealed and recreated to read:

 

47. REFRIGERATION, MECHANICAL. a. Installation.

 

a-1. The permit fee for the installation of any mechanical refrigeration or air conditioning system excluding systems in dwelling units shall be computed at $5 per ton, or fraction thereof.

 

a-2. The minimum permit fee in places other than dwelling units shall be $75.

 

a-3. The maximum permit fee shall be $2,000.

 

a-4. An additional fee shall be charged for the installation of each water cooled refrigeration system in the amount of $5.

 

b. Installations in Dwelling Units. The minimum fee for the installation of mechanical refrigeration of an air conditioning system in dwelling units shall be $50. The installation of multiple systems in dwelling units shall be computed at $25 per system. Mechanical refrigeration of air conditioning systems installed in conjunction with furnace or heating systems shall be $25 per system.

 

c. Periodic Inspections. The following mechanical refrigeration and air conditioning systems shall be inspected by the department at least once a year:

 

c-1. Systems having a capacity of 10 tons or more using group 2 or 3 refrigerants.

 

c-2. Systems having a capacity of 50 tons or more using group 1 refrigerant. (For refrigerant grouping, the listing given in ch. Comm 45, Wis. Adm. Code, shall be used).

 

c-3. The fees for the periodic inspections of refrigeration and air conditioning systems made by the department shall be as follows:

 

c-3-a. 10 to 250 tons: $100.

 

c-3-b. Over 250 tons: $200.

 

Part 8. Section 200-33-51-b and c-1 to 3 of the code is amended to read:

 

51. SIGNS.

 

b. The annual maintenance fee for projecting signs shall be [[$15]] >>$30<<.

 

c-1. For off premises signs with a display area of less than 100 square feet in area: [[$20]] >>$40<< for the first display area on a sign and [[$10]] >>$20<< for each additional display area.

 

c-2. For off premises signs with a display area of 100 to 300 square feet in area: [[$25]] >>$50<< for the first display area on a sign and [[$10]] >>$20<< for each additional display area.

 

c-3. For off premises signs with a display area over 300 square feet in area: [[$30]] >>$60<< for the first display area on a sign and [[$10]] >>$20<< for each additional display area.

 

Part 9. Section 200-33-52-a-6 of the code is repealed and recreated to read:

 

52. SPRINKLER, STANDPIPE AND SUPPRESSION SYSTEMS.

 

a. Installation and Repairs.

 

a-6. Sprinkler heads.

 

a-6-a. 1-15 sprinkler heads: $50.

 

a-6-b. 16-100 sprinkler heads: $75.

 

a-6-c. For each additional 100 heads or fraction thereof above 100 heads: $25.

 

Part 10. Section 200-33-52-a-7 of the code is created to read:

 

a-7. A reinspection fee for noncompliance of fire suppression permit work: $50.

 

Part 11. Section 200-33-54-b of the code is amended to read:

 

54. STATIONARY ENGINEER OR BOILER OPERATOR.

 

b. Licenses as regulated in this subsection shall be issued on a biennial basis. The fee for the initial license and renewals shall be [[$30]] >>$60<< for the 2-year period. Failure to renew a license within 30 days of expiration shall result in a lapse of the license. Whenever a license is allowed to lapse, the applicant shall pay, in addition to the fee under par. a, a reinstatement fee of [[$30]] >>$35<<.

 

Part 12. Section 200-33-56-c of the code is amended to read:

 

56. STREET-WALK OPENINGS.

 

c. The minimum annual fee for any one premises shall be [[$20]] >>$40<<. This includes new and existing installations.

 

Part 13. This ordinance takes effect on January 1, 1998 except for Part 4, which takes effect on the day after publication.
