This resolution requests Governor Thompson to provide

for payments to the City of Milwaukee from the

Potawatomi Bingo Casino when the state-tribe compact

for the casino is renegotiated in 1998-1999. Under

the current state-tribe compact, the casino profits

are distributed among the casino's management

company, the Potawatomi tribe and the Indian

Community School of Milwaukee.

BODY:

Whereas, Potawatomi Bingo Casino is located in the

Menomonee Valley within the borders of the City of

Milwaukee and is serviced by City streets and other

City services; and

 

Whereas, Potawatomi Bingo Casino's most recent year-

end records show that 1994 profits were $47 million,

a 70% increase over the profit shown in 1993; and

 

Whereas, The profits from Potawatomi Bingo Casino are

shared by the casino's management company, the

Potawatomi tribe and the Indian Community School of

Milwaukee, but none of the profits are distributed to

the City of Milwaukee for the benefit of City

property taxpayers; and

 

Whereas, Casinos such as Potawatomi Bingo Casino can

only be created pursuant to an agreement between the

tribe and the governor of the state, and the state-

tribal compact for Potawatomi Bingo Casino is

scheduled for renegotiation in 1998-1999; and

 

Whereas, It would be highly appropriate for the new

compact between the Forest County Potawatomi tribe

and the Governor of Wisconsin to provide that some of

the Potawatomi Bingo Casino profit be paid to the

City of Milwaukee to reduce the tax burden on City

property taxpayers; now, therefore, be it

 

Resolved, By the Common Council of the City of

Milwaukee, that the Common Council requests Governor

Tommy Thompson to provide for payments to the City of

Milwaukee in the state-tribal compact for Potawatomi

Bingo Casino when the compact is renegotiated in

1998-1999.
