Title
A substitute ordinance to further amend the 2025 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Assessor’s Office, Election Commission, Department of Emergency Communications, Fire Department, Health Department (Office of the Commissioner and Health Administration, Clinical Services Division), Department of Public Works (Operations Division - Fleet Services Section)

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 240765 relative to offices and positions in the City Service is hereby amended as follows:
Under Fire Department, Support Services Bureau Decision Unit, Construction and Maintenance Division, add two positions of “Youth Fleet Apprentice (0.5 FTE)”.
Part 2. Part 1, Section 1 of ordinance File Number 240765 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 25, 2023 - November 26, 2023):
Under Department of Public Works - Operations Division, Fleet Services Section, Training and Investigation, delete one position of “Field Operations and Training Manager” and add one position of “Fleet Operations and Training Manager”.
Part 3. Part 1, Section 1 of ordinance File Number 240765 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2024 - December 24, 2023):
Under Election Commission, Permanent Staff, amend footnote (A) to read:
(A) Position designated as bilingual.
Part 4. Part 1, Section 1 of ordinance File Number 240765 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 17, 2025 - August 3, 2025):
Under Assessors’ Office, Assessment Division, delete one position of “Chief Assessor (X)(Y)” and add one position of “Deputy Commissioner of Assessments (X)(Y)”.
Under Real Property, delete two positions of “Assessment Division Manager (X)(Y)”, add one position of “Commercial Division Manager (X)(Y)”, and add one position of “Residential Division Manager (X)(Y)”.
Under Department of Emergency Communications, delete two positions of “Emergency Communications Lead” and add one position of “Emergency Communications Information Systems and Technology Manager”.
Under Health Department, Office of the Commissioner and Health Administration, Finance & Administration, delete one position of “Accounting Coordinator II (Y)” and add one position of “Health Revenue Cycle Specialist”.
Under Health Department Clinical Services Division, Well Women Initiatives, delete one position of “Well Woman Program Manager (X)(Y)(WWP)” and add one position of the title “Health Project Supervisor - MBCCAP (X)(Y)(WWP)”.
Part 5. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 6. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 25, 2023 (November 26, 2023).
Part 7. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2024 (December 24, 2023).
Part 8. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 17, 2025 (August 3, 2025).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 9. This ordinance will take effect and be in force from and after its passage and publication.
