Title

Substitute resolution relating to housing incentives for Office of Community Wellness and Safety employees and contractors.

Analysis

This resolution directs the Department of City Development to work with the Office of Community Wellness and Safety to develop a proposal to create housing incentives for Office of Community Wellness and Safety employees and contractors.

Body

Whereas, The Office of Community Wellness and Safety (OCWS) in the Department of Administration works to reduce violence in the city of Milwaukee by engaging a wide range of partners to facilitate a multidisciplinary, population-level approach to influence the social, behavioral, and environmental factors that contribute to violence; and

 

Whereas, OCWS employees and contractors would benefit from living in, and being familiar with, the community they serve and in which they seek to prevent and reduce violence; and

 

Whereas, Milwaukee residents and neighborhoods benefit from the presence of City employees living in their communities; and

 

Whereas, The City’s tax base also benefits from City employees and contractors driving demand for housing in the City, and

 

Whereas, Unfortunately, since the City’s residency requirement was lifted several years ago, the percentage of City employees living in Milwaukee has steadily declined; and

 

Whereas, The 2026 Budget was adopted by Common Council File Number 250001 on November 7, 2025; and

 

Whereas, Amendment 110 placed a footnote in the 2026 Budget directing the Department of City Development to work with OCWS to develop a proposal to create housing incentives for OCWS staff and contractors; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development is directed to work with the Office of Community Wellness and Safety to develop a proposal to create housing incentives for OCWS staff and contractors; and, be it

 

Further Resolved, That the Department of City Development and OCWS shall present this proposal to the Common Council within 90 days of adoption of this resolution.
