Title
Substitute resolution authorizing the Commissioner of Public Works to enter into an agreement with the Wisconsin Department of Transportation for energy costs for the operation of the traffic signals at the intersection of West Fond du Lac Avenue with I-43 northbound ramps and the intersection of West Fond du Lac Avenue with I-43 southbound ramps in the 4th Aldermanic District.
Analysis
This resolution authorizes the Commissioner of Public Works to enter into an agreement with the Wisconsin Department of Transportation (WISDOT) for energy costs for the operation of the traffic signals at the intersection of West Fond du Lac Avenue with I-43 northbound ramps and the intersection of West Fond du Lac Avenue with I-43 southbound ramps. Under this agreement, WISDOT agrees to pay the electrical energy costs for the operation of these traffic signals which are located at the intersection of a city street and freeway ramp terminals. A cost savings of approximately $100 per traffic signal per year, or $200 per year total, is expected.

Whereas, With the Marquette Interchange Reconstruction project, traffic signals are necessary at the intersection of West Fond du Lac Avenue with I-43 northbound ramps and at the intersection of West Fond du Lac Avenue with I-43 southbound ramps; and
Whereas, Installation of the traffic signals at these locations was previously authorized by the Common Council under Resolution File Number 040154; and
Whereas, A blanket agreement between the WISDOT and the City of Milwaukee relating to the installation, operation and maintenance of traffic control signals at freeway ramp terminals dated September 1973 states that the cost of electrical energy to operate traffic signals at freeway ramp terminals shall be paid by the State; and
Whereas, Entering into a specific agreement for the traffic signals at the intersection of West Fond du Lac Avenue and I-43 northbound ramps and the intersection of West Fond du Lac Avenue and I-43 southbound ramps will allow the City to transfer the electrical energy accounts to the State for a savings of approximately $100 per year per traffic signal; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized to execute an agreement with the Wisconsin Department of Transportation for energy costs for the operation of the traffic signals at the intersection of West Fond du Lac Avenue with I-43 northbound ramps and the intersection of West Fond du Lac Avenue with I-43 southbound ramps, a copy of which is attached to this resolution.
