Title
Substitute resolution relative to the acceptance and funding of the 2021 Women, Infants and Children’s (WIC) Breast Feeding Peer Counseling Grant from the State of Wisconsin Department of Health Services.
 
Analysis
This resolution authorizes the Health Department to accept and fund of the 2021 Women, Infants and Children’s Breastfeeding Peer Counseling Grant from the State of Wisconsin Division of Health Services in the amount of $36,815 100% grantor share with no city match. The purpose of this grant is to provide peer support to women and families related to breastfeeding education and/or support. This grant supports participants currently enrolled in the WIC program.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Division of Health and Family Services to provide peer support to women and families related to breastfeeding education; and
 
Whereas, The operation of the WIC Breastfeeding Peer Counseling grant project from 01.01.2021 to 12.31.2021 would cost $36,815 entirely provided by the grantor with no city match; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2021 Special Revenue-Grant and Aid Projects fund the following amounts for the program titled WIC Fit Families Grant:

2.                     Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it
 
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
 
1.                     Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and 
 
2.                     Expend from the 2021 grant budget for training and out-of-town travel by departmental staff;
 
3.                     Expend from the 2021 grant budget funds for specific items of equipment; and, be it 
 
                                          
Further Resolved, That the Common Council directs that the 2021 Positions Ordinance C.C. File Number 200537 should be amended as follows:
