Resolution establishing the construction budget, authorizing the City Comptroller to appropriate funding, and directing the Commissioner of Public Works to let contracts to undertake Phase III - Implementation of the Menomonee Valley Conservation Project.
BODY:
Whereas, It is the City's objective to promote natural resource conservation and enhancement of the Menomonee Valley including the provision of recreational and community facilities, improved river access, non-point source water pollution abatement, and restoration of wetlands; and
Whereas, Common Council Resolution Number 901417 adopted on December 21, 1990 authorized the application and acceptance of a State of Wisconsin Department of Natural Resources (DNR) Recreation Aids Grant for up to $500,000 in funding participation for the Menomonee Valley Conservation Project for the purpose of creating a recreational and community facility, improving river access, and creating a wetlands habitat if feasible, contingent upon the City's contributing a matching share; and
Whereas, Common Council Resolution Number 901503 adopted on January 22, 1991 authorized the encumbrance of the $500,000 Grantor's share and $500,000 as the City's share for the required local match for the Menomonee Valley Conservation Project; and
Whereas, The City will obtain from the Wisconsin Department of Transportation a 3.3 acre parcel of land traversed by the Wisconsin Avenue viaduct and bounded by the Menomonee River, West Blue Mound Road, and the CP Rail Systems (Soo Line) right-of-way; and
Whereas, Common Council Resolution Number 951876, adopted May 14, 1996 approved in principle the Menomonee Valley Conservation Project Phase I - Feasibility Study which recommended implementation of a 1.6 acre wetland demonstration project within the 3.3 acre parcel and provided a concept plan for such development; and
Whereas, Common Council Resolution File Number 951876 further authorized undertaking Phase II - Final Design which refined the recommended concept plan and resulted in final construction plans, specifications and special provisions for the wetland project; and
Whereas, Common Council Resolution File Number 951876 further authorized advancement to Phase III - Implementation contingent upon the Common Council approval of the construction budget; and
Whereas, The construction cost is estimated at $625,000; now, therefore, be it
Resolved, That the City Comptroller is hereby authorized and directed to appropriate to accounts under City accounting policy $625,000, 50% from each account number 32-010-0000, Grantor's share, and 32-010 0002, local match for the Menomonee River Conservation Project, but not to exceed a 10% increase in the total amount; and, be it
Further Resolved, That the City Engineer is authorized to expend the above referenced funds for Phase III - Implementation of the Menomonee Valley Conservation Project; and, be it
Further Resolved, That the Common Council of the City of Milwaukee directs the Commissioner of Public Works to let construction contracts to accomplish implementation of the Menomonee Valley Conservation Project.
