Analysis
This resolution authorizes the Commissioner of Public Works to execute a sole source contract with Engberg Anderson Design Partnership, Inc. The contract is in the amount of $35,000 and is for design of the planned riverwalk connection project, which will link the existing downtown riverwalk with the riverwalk in the Historic Third Ward. The contract would be awarded on a sole source basis because of Engberg Anderson's experience designing the Third Ward riverwalk.
Body
Whereas, The City of Milwaukee has been awarded a $250,000 matching grant under the Stewardship Program administered by the State of Wisconsin Department of Natural Resources; and
Whereas, The City has authorized acceptance of this grant and has appropriated the required $250,000 match via Common Council file number 031013 adopted November 25, 2003; and
Whereas, The grant and local match will be used to design and construct a riverwalk connection linking the existing riverwalks in the downtown area and in the Historic Third Ward; and
Whereas, The connection segment will be of the same style, will incorporate the same materials, and will involve the same construction techniques used in the Historic Third Ward riverwalk; and
Whereas, The Historic Third Ward riverwalk was designed by the local architectural firm Engberg Anderson Design Partnership, Inc.; and
Whereas, Engberg Anderson has submitted a proposal to design the riverwalk connection for a fee of $35,000; and
Whereas, The proposed $35,000 design fee for this estimated $465,000 riverwalk segment is in line with design fees paid for other sections of riverwalk constructed over the last ten years; and
Whereas, Because of its familiarity with the design concepts employed in the existing Third Ward riverwalk, award of the design contract for the riverwalk connection to Engberg Anderson will result in savings of time and money and, therefore, be in the public interest; and
Whereas, The Commissioner of Public Works may enter into sole source professional service contracts upon the approval of the Common Council; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized to enter into a contract with Engberg Anderson Design Partnership, Inc. for the design of the riverwalk connection which will link the downtown and Historic Third Ward riverwalk systems; and, be it
Further Resolved, that the amount of this contract shall not exceed $35,000.
