Analysis
This ordinance increases the amount charged for both Basic Life Support and Basic Life Support - Emergency ambulance conveyances for the 2 categories of patients established by the code, namely residents and non-residents.  The increases are as follows:
1.  For residents, from $325 to $336.
2.  For non-residents, from $375 to $388.
Both of these new rates reflect a 3.5-percent increase, consistent with the 2000-2001 Milwaukee consumer price index for medical care.
 
In addition, this ordinance permits private ambulance companies to bill both residents and non-residents $494 for Advanced Life Support (ALS) conveyances when the conveyances are made under the terms of the Private Provider Interfacility Unit protocol.  This ordinance is explicitly not intended to circumvent the role of Milwaukee fire department's paramedic units as the designated responders to ALS service calls.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 74-15-14-c-1 and 2 of the code is amended to read:
 
74-15.  Ambulance Certification Regulations.
 
14.  AMBULANCE RATE
 
c-1.  For patients who are residents of the city of Milwaukee, for Basic Life Support, [[$325]] >>$336<< and, for Basic Life Support - Emergency, [[$325]] >>$336<<.  >>In addition, for Advanced Life Support for patients who are residents of the city of Milwaukee conveyed under the terms of the Private Provider Interfacility Unit protocol, $494.  This charge shall in no way be construed so as to circumvent the role of the fire department as the designated responders to Advanced Life Support service calls.<<
