Substitute ordinance to further amend the 2000 rates of pay of offices and positions in the City Service under control of the Common Council.

BODY:

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 2 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Salary Grade 002, delete the title "Microcomputer Coordinator."

 

Under Salary Grade 005, add the title "Injury and Violence Prevention Program Coordinator."

 

Under Salary Grade 006, delete the titles "Automated Systems Specialist" and "Pension Investment Analyst."

 

Under Salary Grade 007, delete the title "Data Services Manager" and add the titles "Data Communications Specialist" and "Membership Services Manager."

 

Under Salary Grade 008, add the title "Pension Investment Analyst."

 

Under Salary Grade 009, delete the title "Information Systems Manager."

 

Under Salary Grade 010, add the title "Data Services Manager."

 

Under Salary Grade 011, add the titles "ERS Financial Officer" and "Information Systems Manager-MPD."

 

Under Salary Grade 013, delete the title "Employes' Retirement System-Executive Director."

 

Under Salary Grade 014, add the title "Employes' Retirement System-Deputy Director."

 

Under Salary Grade 015, delete the title "Pension Financial Manager."

 

Under Salary Grade 016, add the title "Chief Investment Officer" with the following footnote designation "4/" to read: "4/ Recruitment may be at any step in the salary grade." and "5/" to read: "5/ Compensation may be at any step in the salary grade upon the approval of the Employes' Retirement System-Executive Director and the Annuity and Pension Board." and add the title "Employes' Retirement System-Executive Director" with the footnote designation "3/" to read: "3/ Recruitment may be at any step in the salary grade."

 

Part 2. Section 2 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 1, 2000 - December 26, 1999):

 

Under Salary Grade 001, delete the footnote designation "4/" following the title "Administrative Services Specialist"; delete existing footnotes "2/" and "4/" and recreate footnote "2/" to read: "One incumbent, Gail Wierzba (Fire Department), to retain the title of Administrative Services Specialist until she vacates her current position, at which time the title shall revert to Office Assistant II in Pay Range 410."

 

Under Salary Grade 007, add the title "Fire Personnel Officer."

 

Part 3. Section 3 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 1999 - December 27, 1998):

 

Under Pay Range 205, delete footnote "1/" and substitute the following:

 

"1/ Employees to be paid at the following biweekly rates while working in the Department of Public Works-Sanitation Division: $896.77, $968.15, $1,010.97, $1,033.55, $1,056.02, $1,078.50 and $1,104.11."

 

Part 4. Section 3 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 1, 2000 - December 26, 1999):

 

Under Pay Range 205, delete footnote "1/" and substitute the following:

 

"1/ Employees to be paid at the following biweekly rates while working in the Department of Public Works-Sanitation Division: $921.43, $994.77, $1,038.77, $1,061.97, $1,085.06, $1,108.16 and $1,134.47."

 

Part 5. Section 4 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2000 - December 26, 1999):

 

Under Pay Range 347, in footnote "1/", delete the wording "One position, held by Peter Eschweiler. . ." and substitute "An employee in this classification. . ."

 

Part 6. Section 5 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 1999 - December 27, 1998):

 

Under Pay Range 400, delete the first paragraph after the footnotes and substitute the following paragraph:

 

"Employees represented by Local 61, Laborers' International Union in the Department of Public Works - Sanitation Division, shall be paid the following biweekly rates: $732.28, $798.10, $833.83, $850.58, $868.68, $888.17, $907.69 and $927.15."

 

Under Pay Range 410, delete the first paragraph after the footnotes and substitute the following paragraph:

 

"Employees represented by Local 61, Laborers' International Union in the Sanitation Division of the Department of Public Works shall be paid the following biweekly rates: $865.75, $887.03, $927.15, $949.48, $971.86, $994.11 and $1,019.46. In addition above employees eligible for the Clerical Merit Increment shall be paid the following biweekly rate: $1,042.47."

 

Under Pay Range 435, delete the first paragraph after the footnotes and substitute the following paragraph:

 

"Employees represented by Local 61, Laborers' International Union in the Department of Public Works-Sanitation Division, shall be paid the following biweekly rates: $1,039.13, $1,064.41, $1,087.41, $1,113.23 and $1,140.43. In addition, above employees eligible for Clerical Merit Increments shall be paid the following biweekly rates: One increment: $1,169.03. Two increments: $1,199.15."

 

Under Pay Range 445, delete the first paragraph after the footnote and substitute the following paragraph:

 

"With the exception of the Communications Assistant III position, employees represented by Local 61, Laborers' International Union in the Sanitation Division of the Department of Public Works, shall be paid the following biweekly rates: $1,089.48, $1,115.31, $1,142.62, $1,171.26 and $1,201.44. In addition, above employees eligible for the Clerical Merit Increments shall be paid the following biweekly rates: One increment: $1,233.71. Two increments: $1,270.27. Three increments: $1,309.56. Employees in the Communications Assistant III position and represented by Local 61, Laborers' International Union in the Sanitation Division of the Department of Public Works shall be paid the following biweekly rates: $1,090.99, $1,116.81, $1,144.01, $1,172.61 and $1,202.72."

 

Under Pay Range 455, delete the first paragraph after the footnote and substitute the following paragraph:

 

"Employees represented by Local 61, Laborers' International Union in the Department of Public Works-Sanitation Division, shall be paid the following biweekly rates: $1,144.01, $1,172.61, $1,202.72, $1,234.93 and $1,271.43."

 

Part 7. Section 5 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 1, 2000 - December 26, 1999):

 

Under Pay Range 400, delete the first paragraph after the footnotes and substitute the following paragraph:

 

"Employees represented by Local 61, Laborers' International Union in the Department of Public Works - Sanitation Division, shall be paid the following biweekly rates: $752.42, $820.05, $856.76, $873.97, $892.57, $912.59, $932.65 and $952.65."

 

Under Pay Range 410, delete the first paragraph after the footnotes and substitute the following paragraph:

 

"Employees represented by Local 61, Laborers' International Union in the Sanitation Division of the Department of Public Works shall be paid the following biweekly rates: $889.56, $911.42, $952.65, $975.59, $998.59, $1,021.45 and $1,047.50. In addition, above employees eligible for the Clerical Merit Increment shall be paid the following biweekly rate: $1,071.14."

 

Under Pay Range 435, delete the first paragraph after the footnotes and substitute the following paragraph:

 

"Employees represented by Local 61, Laborers' International Union in the Department of Public Works-Sanitation Division, shall be paid the following biweekly rates: $1,067.71, $1,093.68, $1,117.31, $1,143.84 and $1,171.79. In addition, above employees eligible for Clerical Merit Increments shall be paid the following biweekly rates: One increment: $1,201.18. Two increments: $1,232.13."

 

Under Pay Range 445, delete the first paragraph after the footnote and substitute the following paragraph:

 

With the exception of the Communications Assistant III position, employees represented by Local 61, Laborers' International Union in the Sanitation Division of the Department of Public Works, shall be paid the following biweekly rates: $1,119.44, $1,145.98, $1,174.04, $1,203.47 and $1,234.48. In addition, above employees eligible for the Clerical Merit Increments shall be paid the following biweekly rates: One increment: $1,267.64. Two increments: $1,305.20. Three increments: $1,345.57. Employees in the Communications Assistant III position and represented by Local 61, Laborers' International Union in the Sanitation Division of the Department of Public Works shall be paid the following biweekly rates: $1,120.99, $1,147.52, $1,175.47, $1,204.86 and $1,235.79."

 

Under Pay Range 455, delete the first paragraph after the footnote and substitute the following paragraph:

 

"Employees represented by Local 61, Laborers' International Union in the Department of Public Works-Sanitation Division, shall be paid the following biweekly rates: $1,175.47, $1,204.86, $1,235.79, $1,268.89 and $1,306.39."

 

Part 8. Section 8 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 1999 - December 27, 1998):

 

Under Pay Range 530, add the following paragraph after the footnote:

 

"Employees represented by Local 61, Laborers' International Union in the Department of Public Works-Sanitation Division, shall be paid the following biweekly rate: $1,225.57, $1,259.98, $1,296.85, $1,335.28 and $1,387.43."

 

Part 9. Section 8 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 1, 2000 - December 26, 1999):

 

Under Pay Range 530, add the following paragraph after the footnote:

 

"Employees represented by Local 61, Laborers' International Union in the Department of Public Works-Sanitation Division, shall be paid the following biweekly rates: $1,259.27, $1,294.63, $1,332.51, $1,372.00 and $1,425.58."

 

Part 10. Section 16 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 1999 - December 27, 1998):

 

Under Section 16, delete the rates of pay shown for Pay Ranges 740 through 746 and substitute in lieu thereof the following new rates:

Delete the rates of pay shown for Pay Ranges 740 through 746 and substitute in lieu thereof the following new rates:

Part 12. Section 18 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 808, delete the title "Police Data Communications Specialist" and footnote "1/" under that pay range.

 

Part 13. Section 22 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 863, add the footnote designation "1/" after the title "Battalion Chief, Vehicle Operations."

 

Part 14. Section 23 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 1998 - December 28, 1997):

 

Under Pay Range 900, delete the present hourly rate and substitute the following: $5.29.

 

Under Pay Range 904, delete the present hourly rates and substitute the following: $5.81 and $5.96.

 

Under Pay Range 908, delete the current hourly rate and substitute the following: $6.58.

 

Under Pay Range 912, delete the current hourly rates and substitute the following: $6.58, 7.09 and 7.60.

 

Under Pay Range 916, delete the current hourly rates and substitute the following: $7.60 and 8.12.

 

Under Pay Range 924, in footnote "2/", delete the current hourly rate and substitute the following: $8.63.

 

Under Pay Range 943, delete the current hourly rate and substitute the following: $10.00.

 

Under Pay Range 944, delete the current hourly rate and substitute the following: $12.00.

 

Under Pay Range 945, delete the current hourly rate and substitute the following: $13.00.

 

Under Pay Range 951, delete the current biweekly rates and substitute the following: $1,189.06, 1,228.81 and 1,279.08.

 

Part 15. Section 23 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 1, 2000 - December 26, 1999):

 

Under Pay Range 900, delete the title "Youth Worker I."

 

Delete Pay Range 904 in its entirety.

 

Delete Pay Range 908 in its entirety.

 

Delete Pay Range 912 in its entirety.

 

Delete Pay Range 916 in its entirety.

 

Under Pay Range 924, delete the title "Youth Program Specialist 2/" and delete footnote "2/" in its entirety.

 

Part 16. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 17. The provisions of Parts 3, 6, 8 and 10 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 1999 (December 27, 1998).

 

The provisions of Parts 2, 4, 5, 7, 9, 11 and 15 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2000 (December 26, 1999).

 

The provisions of Part 14 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 1998 (December 28, 1997).

 

The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.

 

Part 18. This ordinance will take effect and be in force from and after its passage and publication.
