Title
Resolution relating to the acceptance, funding, and allocation of a FY2024 Economic Development Initiative Community Project Funding Grant from the U.S. Department of Housing and Urban Development for preparing vacant land in the Menomonee Valley for economic development and authorizing the appropriate City and RACM officials to execute related agreements.
Analysis
This resolution authorizes the City of Milwaukee to accept, fund, and allocate a U.S. Department of Housing and Urban Development FY2024 Economic Development Initiative Community Project Funding Grant in the amount of $500,000 with a City Share of $0 and a Grantor Share of $500,000. The purpose of this grant project is to prepare long-vacant land in Milwaukee’s Menomonee Valley, known as the Kneeland Properties, for new light industrial economic development.
Body
Whereas, The City of Milwaukee (“City”) is eligible to accept funding from the U.S. Department of Housing and Urban Development (“HUD”) for economic development activities through the Economic Development Initiative Community Project Funding (“HUD EDI CPF”); and
Whereas, This grant would provide funding for critical infrastructure and services to improve long-vacant land in Milwaukee’s Menomonee Valley known as the Kneeland Properties, including but not limited to, LED street lighting, site work, earthwork, removals, pavement, green infrastructure, public access improvements, environmental services, and civil engineering; and
Whereas, This funding was appropriated in the United States Congressional Consolidated Appropriations Act, 2024 (Public Law 118-42), and the Further Consolidated Appropriations Act, 2024 (Public Law 118-47); and
Whereas, The HUD (“Grantor”) will provide funding in the amount of $500,000 to the City of Milwaukee (“Grantee”)at zero percent match from the grant execution date to August 31, 2032; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the proper City officials are authorized to accept and execute the HUD EDI CPF grant agreement, and other agreements and instruments needed to effectuate the HUD EDI CPF grant agreement, with such minor non-substantive revisions which may be necessary in the standard form of these documents required to address issues encountered during the finalization of these documents as approved by the proper City officials, Redevelopment Authority of the City of Milwaukee (“RACM”) officials, and the Office of the City Attorney; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:

Further Resolved, That these funds are appropriated to the Department of City Development (“DCD”), who is working in cooperation with RACM to develop the Kneeland Properties, and is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it
Further Resolved, That the appropriate City officials be authorized to enter into contracts and agreements in order to execute the work described in the grant agreement, as applicable, and in accordance with City and Federal purchasing procedures and grant and aid guidelines for awarding such contracts.
