Title
Resolution relative to application, acceptance and funding of the Congenital Disorders Grant. (Health Department)
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Congenital Disorders Program from the State of Wisconsin Division of Health and Family Services in the amount of $121,627. The purpose of the program is to screen newborns for over 26 rare disorders.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Division of Health and Family Services to screen newborns for over 26 rare disorders; and
Whereas, The operation of this grant program from 07/01/04 to 06/30/05 would cost $121,627 entirely provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2004 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Congenital Disorders Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
2. Expend from the 2004 grant budget funds for training and out-of-town travel by departmental staff and, be it
Further Resolved, That the Common Council directs that the 2003 Positions Ordinance C.C. File Number 030415, should be amended as follows:

Amend footnote (O) as follows:
(O) To expire 06/30/05 unless the Congenital Disorders Grant is extended. .25 FTE of the Office Assistant is funded by this grant. Also funds .5 of a Clinic Assistant position and .25 FTE of a Public Health Nurse.
