Title
Substitute resolution directing the City Attorney to negotiate and draft a Basic Life Support Transport service contract between the City of Milwaukee and private ambulance providers commencing January 1, 2007.
Analysis
This resolution directs the City Attorney to negotiate and draft a Basic Life Support Transport service contract between the City of Milwaukee and private ambulance providers, per the primary recommendation of the Basic Life Support Transport Policy Review Task Force. This resolution further authorizes the appropriate City officials, including but not limited to the Fire Chief, City Attorney, Commissioner of Health, Comptroller and Director of Administration, to participate in this process to represent the City’s best interests and desired outcomes in the terms and conditions of the contract. Any contract negotiated with private ambulance providers shall require approval by the Common Council prior to its execution and implementation.
Body
Whereas, The City of Milwaukee has partnered with private ambulance companies to provide citizens Basic Life Support (BLS) transport services since 1978; and
Whereas, These services are provided under the direction of Section 75-15-14 of the Milwaukee Code of Ordinances; and
Whereas, Under Common Council File #041200, the Common Council established a Basic Life Support Review Task Force to evaluate the current BLS system, review alternative systems and make recommendations for system improvement; and
Whereas, Common Council File #051054 transmitted the Final Report of the Basic Life Support Review Task Force to the Public Safety Committee on May 18, 2006; and
Whereas, The primary recommendation of the Task Force was that the City of Milwaukee establish a service contract between the City and ambulance providers; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Attorney is directed to negotiate and draft a Basic Life Support Transport service contract on the City’s behalf with private ambulance providers to commence January 1, 2007; and, be it
Further Resolved, The terms of the BLS Transport service contract reflect the recommendations of the Basic Life Support Review Task Force as outlined in the November 1, 2005 Final Report, contained in Common Council File #051054; and, be it
Further Resolved, That the appropriate City officials, including but limited to the Fire Chief, City Attorney, Commissioner of Health, Comptroller and Director of Administration, are authorized to represent the City’s best interests and desired outcomes in the terms and conditions of this contract; and, be it
Further Resolved, Any contract negotiated with private ambulance providers shall require approval by the Common Council prior to its execution and implementation; and, be it
Further Resolved, The City Attorney is directed to prepare all the necessary legislation to execute and implement a service contract when the contract is presented to the Common Council for adoption.
