Analysis

This resolution authorizes the Commissioner of Public Works and Comptroller to amend the agreement previously authorized by Common Council File number 050302, which authorized the Commissioner of Public Works and the Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation (WISDOT) for the installation and modifications of traffic control signals and signs in the area bounded by North 13th Street to North Plankinton Avenue and West St. Paul Avenue to West Wells Street and adjoining streets in conjunction with Marquette Interchange reconstruction. Due to the expansion of the scope by WISDOT to include paving of West Clybourn Street from North Plankinton Avenue to North 6th Street, West Tory Hill at North 10th and North 11th Streets and West St. Paul Avenue from North 4th Street to North 13th Street as part of the Core Contract, the estimated costs for the traffic signal and signing improvements have risen $151,950.04, or 43%, for a new total of $504,244.25, 100% grantor funds.

Body:

Whereas, The Common Council has previously approved file number 050302, which authorized the Commissioner of Public Works and the Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation for the installation and modifications of traffic control signals and signs in the area bounded by North 13th Street to North Plankinton Avenue and West St. Paul Avenue to West Wells Street and adjoining streets in conjunction with Marquette Interchange reconstruction; and

 

Whereas, WISDOT has expanded the scope of the project to include paving of West Clybourn Street from North Plankinton Avenue to North 6th Street, West Tory Hill at North 10th and North 11th Streets, and West St. Paul Avenue from North 4th Street to North 13th Street as part of the Core Contract; and

 

Whereas, The increased costs for this project are greater than ten percent of the previously authorized amount, which requires further approval by the Common Council; and

 

Whereas, The revised estimated cost is $504,244.25, an increase of $151,950.04, or 43%, over the original estimated cost of $352,294.21 for the installation and modifications of traffic control signals and signs; and

 

Whereas, One hundred percent of the participating project cost, or $504,244.25, is reimbursable from the WISDOT; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to amend the funding agreement with WISDOT for the installation and modifications of traffic control signals and signs in the area bounded by North 13th Street to North Plankinton Avenue and West St. Paul Avenue to West Wells Street and adjoining streets including the expanded area of West Clybourn Street from North Plankinton Avenue to North 6th Street, West Tory Hill at North 10th and North 11th Streets, and West St. Paul Avenue from North 4th Street to North 13th Street in conjunction with Marquette Interchange reconstruction based on estimated unit prices, a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it

 

Further Resolved, That upon approval of this contract, the Commissioner of Public Works is directed to install and modify traffic control signals and signs in the area bounded by North 13th Street to North Plankinton Avenue and West St. Paul Avenue to West Wells Street and adjoining streets including the expanded area of West Clybourn Street from North Plankinton Avenue to North 6th Street, West Tory Hill at North 10th and North 11th Streets, and West St. Paul Avenue from North 4th Street to North 13th Street in conjunction with Marquette Interchange reconstruction; and, be it

 

Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to transfer to these accounts the additional amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
