Title

Resolution relating to private contributions for City purchase and installation of video surveillance cameras in the public right-of-way.

Analysis

This resolution provides that any private contribution to the City for the purchase and installation of pole-mounted video surveillance cameras in the public right-of-way shall be received, deposited and expended in accordance with Milwaukee Code of Ordinances procedures for private contributions.  It further provides that a contribution for surveillance cameras shall be accepted by the City only upon the donor entering into an agreement with the City to pay, on an annual basis, all costs associated with operating and maintaining the cameras.

 

This resolution also stipulates that, whenever the donor suggests or requests that a video surveillance camera be installed at a particular location, the Commissioner of Public Works, in consultation with the Chief of Police, shall determine whether that location is feasible and beneficial, and may direct that the camera be installed at an alternative location, subject to the consent of the donor.

Body

Whereas, On May 15, 2007, the City of Milwaukee awarded a contract for installation of 15 pole-mounted video surveillance cameras on the public right-of-way at various locations throughout the city; and

 

Whereas, The Video Surveillance Initiative, as it is known, is being funded through a combination of grant funds and capital funds (Police Department and Department of Public Works); and

 

Whereas, The Common Council finds the use of video surveillance cameras to be an effective tool to deter criminal activity, solve crimes and enhance public safety; and

 

Whereas, The Common Council would welcome private cash contributions to expand this video surveillance camera system; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that, in accordance with s. 304-24 of the Code of Ordinances, any private cash contribution for City purchase and installation of one or more pole-mounted video surveillance cameras in the public right-of-way shall be:

 

1.  Accepted by resolution of the Common Council.

 

2.  Deposited with the City Treasurer in a revenue account established for this purpose by the City Comptroller.

 

3.  Expended only after the Common Council provides the necessary budgetary and expenditure authority and after the City Comptroller establishes a special account in the Department of Public Works’ or Police Department’s budget to account for the expenditure of funds.

 

; and, be it

 

Further Resolved, That a private contribution for City purchase and installation of one or more video surveillance cameras shall be accepted only upon the donor entering into an agreement with the City to pay, on an annual basis, all costs associated with operating and maintaining the cameras, with the Commissioner of Public Works executing the agreement on behalf of the City and determining the costs of operating and maintaining the cameras; and, be it

 

Further Resolved, That the agreement relating to payment of the costs of operating and maintaining the cameras shall be approved by the Common Council in the same resolution in which the contribution is accepted; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to create the revenue account necessary for receipt of payments for operation and maintenance of video surveillance cameras; and, be it

 

Further Resolved, That whenever the donor suggests or requests that a video surveillance camera be installed at a particular location, the Commissioner of Public Works shall determine, in consultation with the Chief of Police, whether that location is feasible and beneficial, and may direct that the camera be installed at an alternative location, subject to the consent of the donor.
