Title
A substitute ordinance to further amend the 2025 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Department of Administration (Office of Community Wellness and Safety), Fire Department, Health Department (Community Health Division), Police Department, Department of Public Works - Infrastructure Services Division (Transportation Infrastructure Decision Unit)

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 240765 relative to offices and positions in the City Service is hereby amended as follows:
Under Department of Administration, Office of Community Wellness and Safety, amend footnote (RST) to read:
(RST) 2024-2025 ReCAST grant: Positions shall expire 09/29/2025 unless the ReCAST grant, available from the U.S. Department of Health and Human Services is extended.
Under Fire Department, Operations Bureau Decision Unit, Firefighter/Paramedic Service, add twenty-one positions of “Firefighter/Fire Paramedic (H)”.
Under Health Department, Family & Community Health Division, add new footnote (NBS) to read:
(NBS) To expire 6/30/26 unless the Newborn Screening Grant is extended.
Under Police Department, amend footnote (N) to read:
(N) Milwaukee Metropolitan Drug Enforcement Group Grant: Position authority for 1 Police Detective, 1 Police Officer, and 1 Police Sergeant to expire 12/31/2025 unless the Milwaukee Metropolitan Drug Enforcement Group Grant is extended. Grant funds approximately 32% of the positions.
Under Special Investigations Division, delete one position of “Police Officer (N)” and add one position of “Police Officer”.
Under Narcotics/HIDTA, add one position of “Police Sergeant (N)” and add one position of “Detective (N)”.
Part 2. Part 1, Section 1 of ordinance File Number 240765 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 25, 2023 - November 26, 2023):
Under Department of Public Works - Infrastructure Services Division, Transportation Infrastructure Decision Unit, Contract Administration, delete one position of “Field Operations Inspection Supervisor” and add one position of “Field Operations Inspection Manager”.
Part 3. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 4. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 25, 2023 (November 26, 2023).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 5. This ordinance will take effect and be in force from and after its passage and publication.
