Title
Substitute ordinance to further amend the 2005 rates of pay of offices and positions in the City Service under control of the Common Council.
 
Analysis
This substitute ordinance makes rates of pay changes to the rates of pay to the following:
Department of Administration-Information and Technology Management Division; City Attorney; Common Council-City Clerk, Central Administration Division; Department of Public Works-Operations Division and Association of Law Enforcement Allied Services Personnel, Local #218, IUPA, AFL-CIO.
 
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 2 of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2003 - December 22, 2002):
 
Under Salary Grade 007, add the footnote designation "3/" following the title "Shop and Maintenance Supervisor."
 
Part 2.  Section 2 of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2005 - December 19, 2004):
 
Under Salary Grade 006, add the title "GIS Developer."
 
Under Salary Grade 008 add the title "GIS Developer - Senior."
 
Under Salary Grade 011, add the title "GIS Developer-Project Leader."
 
Part 3.  Section 3 of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2003 - December 22, 2002):
 
Under Pay Range 260, delete the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and add the following paragraph:
 
Employees represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2003:  $1,387.07, $1,421.06, $1459.71, $1,501.86, $1,560.53.
 
Delete the rates under Pay Range 290 and substitute therefore the following:

Part 4.  Section 3 of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2004 - December 21, 2003):
 
Under Pay Range 260, delete the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and add the following paragraph:

Delete the rates under Pay Range 290 and substitute therefore the following:

Under Pay Range 309, delete the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and add the following paragraph:

Under Pay Range 400, delete the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and add the following paragraph:
 
Employees represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2003:  $850.88, $916.38, $954.07, $971.75, $990.81, $1,011.46, $1,032.02, $1,064.83.
 
Under Pay Range 405, delete the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and add the following paragraph:

Under Pay Range 410, delete footnotes number 3, 4 and 7 and substitute therefore the following:
 
3/      Office Assistant II positions represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2003: $987.77, $1,010.19, $1,052.65, $1,076.24, $1,099.80, $1,123.33, $1,162.34.  In addition above employees eligible for the clerical merit program shall be paid the following biweekly rate effective Pay Period 1, 2003: $1,186.57.
 
Office Assistant II positions filled by Margaret Hall or Susan Leavy, represented by the Association of Law Enforcement Allied Services Personnel and assigned to perform the same duties, as determined by the Chief, as those they performed when they were assigned to the Stolen Vehicle Desk, shall be paid at the following rates effective Pay Period 1, 2003: $987.77, $1,010.19, $1,052.65, $1,076.24, $1,099.80, $1,123.33, $1,150.14, so long as they continue to perform such duties.  No other Office Assistant II shall be eligible for such rates.
 
Office Assistant II positions filled by Margaret Hall or Susan Leavy, represented by the Association of Law Enforcement Allied Services Personnel and assigned to perform the same duties, as determined by the Chief, as those they performed when they were assigned to the Stolen Vehicle Desk, are eligible to receive two additional pay steps effective Pay Period 1, 2003 consisting of $1,174.35 and $1,213.88 biweekly, so long as they continue to perform such duties.  No other Office Assistant II shall be eligible for the additional steps.
 
4/      Positions assigned to Police District Stations and represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2003: $987.77, $1,010.19, $1,052.65, $1,076.24, $1,099.80, $1,123.33, $1,150.14.  In addition above employees eligible for the clerical merit program shall be paid the following biweekly rate effective Pay Period 1, 2003: $1,186.57.
 
Positions assigned to Police District Stations and represented by the Association of Law Enforcement Allied Services Personnel are eligible to receive two additional pay steps effective Pay Period 1, 2003 consisting of $1,174.35 and $1,213.88 biweekly.
 
7/      Employees assigned to the Milwaukee Police Department's "Transcription Unit" and represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2003: $987.77, $1,010.19, $1,052.65, $1,076.24, $1,099.80, $1,123.33, $1,150.14.
 
Employees assigned to the Milwaukee Police Department's "Transcription Unit" and represented by the Association of Law Enforcement Allied Services Personnel are eligible to receive two additional pay steps effective Pay Period 1, 2003 consisting of $1,174.35 and $1,213.88 biweekly.
 
Under Pay Range 415, delete the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and add the following paragraph:
 
Employees represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2003:  $1,037.89, $1,057.51, $1,102.32, $1,125.93, $1,149.45 $1,172.98, $1,211.94.  In addition, above employees eligible for the Clerical Merit Increment shall be paid the following biweekly rate effective Pay Period 1, 2003:  $1,236.28.
 
Under Pay Range 424, delete the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and add the following paragraph:

Under Pay Range 425, delete footnotes number 4 and 6 and the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and substitute therefore the following:
 
4/      If Margaret Hall or Susan Leavy are promoted to Office Assistant III and are assigned to perform the same duties, as determined by the Chief, as those they performed when they were assigned to the Stolen Vehicle Desk, they shall be eligible to receive two additional pay steps effective Pay Period 1, 2003 consisting of $1,273.03, and $1,304.88 biweekly, so long as they continue to perform such duties.  No other Office Assistant III shall be eligible for the two additional steps.
 
6/      Employees functioning as lead workers regularly assigned to the Milwaukee Police Department's "Transcription Unit" and represented by the Association of Law Enforcement Allied Services Personnel are eligible to receive two additional pay steps effective Pay Period 1, 2003 consisting of $1,273.03 and $1,304.88.
 
Employees represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2003:  $1,123.33, $1,150.14, $1,174.35, $1,201.66, $1,242.67.  In addition, above employees eligible for the Clerical Merit Increment shall be paid the following biweekly rates effective Pay Period 1, 2003: $1,273.03 and $1,304.88.
 
Under Pay Range 435, delete the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and add the following paragraph:
 
Employees represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2003:  $1,172.98, $1,199.73, $1,224.05, $1,251.40, $1,292.39.  In addition, above employees eligible for the Clerical Merit Increment shall be paid the following biweekly rates effective Pay Period 1, 2003:  $1,322.66 and $1,354.53.
 
Delete the rates under Pay Range 441 and substitute therefore the following:

6/      One position in the Milwaukee Police Department's "Transcription Unit" functioning as a group leader on the day shift to be eligible to receive two additional pay steps effective Pay Period 1, 2003 consisting of $1,385.33 and $1,417.20 biweekly.
 
Employees represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2003:  $1,224.05, $1,251.40, $1,280.18, $1,310.47, $1,354.53.  In addition, above employees eligible for the Clerical Merit Increment shall be paid the following biweekly rates effective Pay Period 1, 2003:  $1,388.62, $1,427.25 and $1,468.68.
 
Under Pay Range 460, delete the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and add the following paragraph:

Office Assistant II positions filled by Margaret Hall or Susan Leavy, represented by the Association of Law Enforcement Allied Services Personnel and assigned to perform the same duties, as determined by the Chief, as those they performed when they were assigned to the Stolen Vehicle Desk, shall be paid at the following rates effective Pay Period 1, 2004: $1,017.40, $1,040.50, $1,084.23, $1,108.53, $1,132.79, $1,157.03, $1,184.64 so long as they continue to perform such duties.  No other Office Assistant II shall be eligible for such rates.
 
Office Assistant II positions filled by Margaret Hall or Susan Leavy, represented by the Association of Law Enforcement Allied Services Personnel and assigned to perform the same duties, as determined by the Chief, as those they performed when they were assigned to the Stolen Vehicle Desk, are eligible to receive two additional pay steps effective Pay Period 1, 2004 consisting of $1,209.58 and $1,250.30 biweekly, so long as they continue to perform such duties.  No other Office Assistant II shall be eligible for the additional steps.
 
4/      Positions assigned to Police District Stations and represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2004: $1,017.40, $1,040.50, $1,084.23, $1,108.53, $1,132.79, $1,157.03, $1,184.64.  In addition above employees eligible for the clerical merit program shall be paid the following biweekly rate effective Pay Period 1, 2004: $1,122.17.
 
Effective Pay Period 1, 2004, positions assigned to Police District Stations and represented by the Association of Law Enforcement Allied Services Personnel are eligible to receive two additional pay steps effective Pay Period 1, 2004 consisting of $1,209.58 and $1,250.30 biweekly.
 
7/      Employees assigned to the Milwaukee Police Department's "Transcription Unit" and represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates Pay Period 1, 2004: $1,017.40, $1,040.50, $1,084.23, $1,108.53, $1,132.79, $1,157.03, $1,184.64.
 
      Employees assigned to the Milwaukee Police Department's "Transcription Unit" and represented by the Association of Law Enforcement Allied Services Personnel are eligible to receive two additional pay steps effective Pay Period 1, 2004 consisting of $1,209.58 and $1,250.30 biweekly.
 
Under Pay Range 415, delete the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and add the following paragraph:
 
Employees represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2004:  $1,069.03, $1,089.24, $1,135.39, $1,159.71, $1,183.93, $1,208.17, $1,248.30.  In addition, above employees eligible for the Clerical Merit Increment shall be paid the following biweekly rate effective Pay Period 1, 2004:  $1,273.37.

Under Pay Range 425, delete footnotes number 4 and 6 and the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and substitute therefore the following:

Employeresented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2004:  $1,157.03, $1,184.64, $1,209.58, $1,237.71, $1,279.95.  In addition, above employees eligible for the Clerical Merit Increment shall be paid the following biweekly rates effective Pay Period 1, 2004: $1,311.22 and $1,344.03.
 
Under Pay Range 435, delete the paragraph referring to rates of pay for employees represented by the Association of Law Enforcement Allied Services Personnel and add the following paragraph:
 
Employees represented by the Association of Law Enforcement Allied Services Personnel to be paid at the following rates effective Pay Period 1, 2004:  $1,208.17, $1,235.72, $1,260.77, $1,288.94, $1,331.16.  In addition, above employees eligible for the Clerical Merit Increment shall be paid the following biweekly rates effective Pay Period 1, 2004:  $1,362.34 and $1,395.17.
 
Delete the rates under Pay Range 441 and substitute therefore the following:
