Minutes note: Mr. Mario Higgins, Community Development Block Grants Director, gave his presentation on anticipated 2026 funding, which is currently in stasis due to the federal government shutdown. He is anticipating a 6% cut in CDBG funding (approximately $1 million), but stable funding for HOME, Emerging Solutions Grant and HOPWA categories. Speakers: 1. Trasus Wright - Lindsey Heights Civic Action Committee - he thinks cuts should be picked up the residents and strongly supports Earn and Learn. He would like year-round youth programs. 2. Michael Clouthier - Milwaukee Democratic Socialists of America - supports Right to Counsel and Eviction Free MKE. 3. Ann Lopez - deputy District Attorney for the Milwaukee County DA's Office - supports continued fundign of the Community Partnership Unit. She would like increased funding due to higher salaries and also increased funding for Safe and Sound. 4. Christal West - Safe and Sound - the homeless population is growing and seniors the most. They provide inflatable tents for Tent City and partner with the Dominican Center. Tents are insulated for the winter. 5. Nicole Goins - Pretty Girls Are Educated - this is a youth mentorship program for girls ages 6-18. The focus is on the importance of community engagement, continuing education and personal development and engagement. They have placed 9 Little Free Libraries in the community. 6. Montreal Cain - Executive Director of MERA Cares - offers alternatives to incarceration and works with incarcerated youth. They have served over 3,500 youth over the past 3 years, 10% of whom have been incarcerated. He would like $150,000 in 2026 to match already committed funds. They are a court-ordered youth program. 7. Joseph Rossetta - supports hunger and homeless prevention - owns a burned building on Martin Luther King, Jr. Dr. that he is trying to sell.

Substitute resolution relating to the establishment of the Year 2026 Funding Allocation Plan.
Analysis
This resolution approves the City’s Year 2026 Funding Allocation plan for CDBG, HOME, ESG and HOPWA entitlement funding.
Body
Whereas, The Community and Economic Development Committee recommends approval of the Funding Allocation Plan of activities and funding recommendation for funding year 2026 as attached; and

Whereas, The City of Milwaukee appears to be eligible for community development entitlement funding for year 2026 estimated at $21,250,000 (CDBG funds $14,200,000; HOME funds, $4,300,000; ESG funds, $1,350,000; and HOPWA funds $1,400,000); now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the 2026 Funding Allocation Plan is approved as attached; and, be it

Further Resolved, That the authorization for the funding listed in the resolution is subject to the availability of the Year 2026 community development funding and the release of funds for this purpose by HUD; and, be it

Further Resolved, That the Community Development Grants Administration is authorized to prepare and submit the Annual Action Plan for community development funding to the United States Department of Housing and Urban Development (HUD) in accordance with the City’s Strategic Plan; and, be it

Further Resolved, That the Mayor is designated as the authorized representative of the City of Milwaukee in connection with all matters relating to the City’s 2026 Community Development Program; and, be it

Further Resolved, That the City of Milwaukee assures and certifies that it will comply with the regulations, policies, guidelines and requirements with respect to the acceptance and use of Federal Community Development Entitlement funds; and, be it

Further Resolved, That the Community Development Grants Administration shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81 of the Milwaukee Code of Ordinances; and, be it

Further Resolved, That the City Comptroller is authorized to:

Commit Funds within the Project/Grant Parent of the 2026 Special Revenue Grant and Aid Projects Fund, the following amounts for the program/projects titled Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME) and Emergency Solutions Grant (ESG):

Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amounts required under the grant agreement;

Establish a cash advance procedure in order to make funds available to those departments or agencies which are unable to implement the Community Development Program projects on a reimbursable basis.

; and, be it

Further Resolved, That prior to making any cash advance to any department or agency, the City Comptroller shall receive from the Block Grant Director of the Community Development Grants Administration a statement indicating the circumstances that resulted in a decision to provide such cash advance based on a review of the needs of such department or agency; and, be it

Further Resolved, That these funds are budgeted for the Community Development Grants Administration, which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

Expend from the 2026 grant budget funds for updating computer equipment.

Expend from the 2026 grant budget funds for training and out-of-town travel by departmental staff.

Enter into subcontracts and leases as detailed in the grant budget.

; and, be it

Further Resolved, That the Community Development Grants Administration is hereby authorized to incur costs not to exceed $1,120,000 - CDBG, $330,325 - HOME, $94,500 - ESG, and $42,000 - HOPWA for the administration of the City of Milwaukee’s 2026 Community Development Program; and be it

Further Resolved, That the City department/agency responsible for each of the 2026 Consolidated Community Development Entitlement Projects implementing Program Administration are hereby authorized in the total amounts of $2,108,000 in CDBG funds, $427,325 of HOME funds, $94,500 of ESG funds and $42,000 of HOPWA funds; and, be it

Further Resolved, That all departments/agencies are required to submit budget and activity reports in amounts and according to any conditions approved by the Common Council and the Mayor in conformance with File Number 74-92-5v to the Community Development Grants Administration and the City Comptroller for their review and approval; and, be it

Further Resolved, That payments for CDBG, HOME, and ESG costs incurred shall be paid in accordance with approved CDBG, HOME, and ESG reimbursement policy based on the approval by the Community Development Grants Administration and City Comptroller of a Budget Forecast (CDA-51); and, be it

Further Resolved, That close-out procedures previously approved by the Community & Economic Development Committee remain in effect should the CDBG funded year be changed; and, be it

Further Resolved, That, should HUD impose deficit reduction cuts and sequestrations in the 2026 CDBG Program Year, the Mayor and the Community & Economic
Development Committee shall have the authority to amend any or all projects proposed in this resolution in order to carry out the 2026 Program Year under the reductions imposed; and, be it

Further Resolved, That, should there be a delay in the Funding Approval and Grant Agreement from HUD, the Community Development Grants Administration is authorized under CCFN 901873, adopted on March 5, 1991, to request the use of City funds for 2026 CDBG, HOME, and ESG activities through revenue anticipation note (RAN) authority identified in the annual City budget; and be it

Further Resolved, That any Section 108 Guaranteed Loan Program projects that may be proposed in 2026 shall comply with all requirements and conditions established pursuant to CCFN 940849 (approved September 28, 1994) and CCFN 941466 (approved April 25, 1995); and, be it

Further Resolved, That the authorization for the projects listed in this resolution are subject to the availability of 2026 Community Development Block Grant, HOME Investment Partnership, and Emergency Solutions Grant Program funds and the release of funds for the purpose by the U. S. Department of Housing and Urban Development; and, be it

Further Resolved, That the Block Grant Director of the Community Development Grants Administration is hereby authorized, on behalf of the City and the Community Development Grants Administration, to execute, deliver, publish, file and record such documents, instruments, notices and records and to take such other actions as shall be necessary or desirable to implement the City’s 2026 Community Development Program in accordance with the 2026 Annual Action Plan determinations as to whether funds be awarded in the form of grants or loans, and determination of payback provisions, interest rates, amortization schedules, collateral security requirements (if any), forgiveness of debt, and release of collateral; and, be it

Further Resolved, That the form of contract for use in implementation of the 2026 Block Grant program by City departments and agencies receiving Block Grant funds, in the form on file with the Common Council as set forth in the 2026 CDGA Funding Resolutions (Interdepartmental Cooperation Agreement), is approved, subject to such revisions and modifications as may be required from time to time by the City Attorney; and, be it

Further Resolved, That the form of contract for use in implementation of the 2026 Community Development Block Grant program, with entities other than City departments or agencies receiving Federal Grant funds, in the form on file with the Common Council as set forth in the 2026 CDGA Funding Resolutions (Form CDA-8, Contract for Services and Vendors), is also approved, subject to such revisions and modifications as may be required from time to time by the City Attorney; and, be it

Further Resolved, That the various City departments identified in the 2026 CDGA Funding Resolutions (including the City Comptroller, the Department of City Development, the Department of Neighborhood Services, the Health Department, RACM, and the Department of Administration) are authorized to enter into such contracts and subcontracts as may be required within the limits of the respective approved project budgets set forth in the 2026 CDGA Funding Resolutions, subject to the terms of the Interdepartmental Cooperation Agreement referred to previously and entered into between CDGA and each such City department; and, be it

Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common Council File Number 74-92-5v are fully applicable to the 2026 Community Development Entitlement Funding Program.
