Analysis
This resolution authorizes the Commissioner of Public Works and Comptroller to enter into two funding agreements with the Wisconsin Department of Transportation for installation of light emitting diode (LED) signal indications at 162 intersections under 2007 Hazard Elimination Safety Program, and to install these improvements upon execution of the agreement. The total estimated cost of the entire project is $780,048.03, with an estimated State share of $702,043.23 and an estimated City share of $78,004.80. This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project.
Body
Whereas, The Project Agreement for two Hazard Elimination Safety (HES) Grants to replace traffic signal indications equipped using incandescent lamps with light emitting diode (LED) signal indications at 162 signalized intersections in the City of Milwaukee was approved by the Common Council under File Number 060596; and
Whereas, The proposed improvements will increase safety at signalized intersections by installing LED signal indications to increase visibility of signal indications; and
Whereas, The total estimated cost of the two projects is $685,048.03 for the installation of LED signal indications; and
Whereas, Ten percent of the participating costs, or $68,504.80, is included in the Division’s 2007 Capital Purpose Project/Grant Number ST320070000; and
Whereas, Ninety percent of the participating project cost, or $616,543.23, is reimbursable from the Wisconsin Department of Transportation (WISDOT) and should be earmarked for this project in the 2007 Capital Grant and Aids Projects Fund Project/Grant Number SP032070100; and
Whereas, The State cannot proceed with any project cost overruns and/or changes in scope of more than five percent without prior Department of Public Works approval; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and Comptroller are authorized to enter into two funding agreements and are directed to execute two contracts with the WISDOT for the installation of light emitting diode (LED) signal indications at 162 intersections under 2007 Hazard Elimination Safety Program with agreed unit prices based on a predetermined estimate prepared under the Federal/State aided highway program, a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it
Further Resolved, That upon approval of this contract, the Commissioner of Public Works is directed to install LED signal indications at 162 intersections; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
