Resolution authorizing and directing a transfer of funds from the Capital Improvements Advance Planning Fund to subaccounts for the preparation of the Northeast Side, Near North Side and Near South Side Area Plans in Aldermanic Districts 1, 2, 3, 4, 6, 7, 8, 9, 12, 13, 14, 15 as well as for Economic Studies and Special Engineering and Technical Studies.
Analysis
This resolution transfers $140,000 from the 2006 Capital Improvements Advance Planning Fund Parent Account into the Near North Side Plan Subaccount in the amount of $37,500; the Near South Side Plan Subaccount in the amount of $37,500; the Northeast Side Plan Subaccount in the amount of $25,000; the Economic Studies Subaccount in the amount of $20,000; and the Special Engineering and Technical Studies Subaccount in the amount of $20,000 for the purposes of carrying out various technical and economic planning activities throughout 2006.
Body
Whereas, 1999 State of Wisconsin Act 9 (the Biennial Budget Act) required that the City of Milwaukee (“City”) prepare a Comprehensive Plan by 2010; and
Whereas, Comprehensive Area Plans for specific areas of the City are components of the Comprehensive Plan; and
Whereas, The Department of City Development (“DCD”) continues work on residential and commercial analysis as well as land use policy development; and
Whereas, The preparation of plans requires technical assistance provided by outside consultants and funds are necessary to provide for such consultant services as well as other planning-related activities; and
Whereas, Preparation of an Area Plan requires approximately $150,000 of which $75,000 comes from City funds; and
Whereas, On November 23, 2004, the Common Council approved File No. 040958 authorizing the transfer of initial funding for the preparation of the Northeast Side Plan with the intent to provide additional funds from the 2006 Capital Improvements Advance Planning Fund; and
Whereas, Funds from the 2006 Capital Improvements Advance Planning Fund are needed to complete the City’s portion of funding for the Near North Side and the Near South Side Area Plans; and
Whereas, DCD agrees to continue to work with local elected officials and community partners to identify additional private funds to augment City funds designated for the updating of the Area Plans; and
Whereas, DCD continues to execute various economic and technical studies requested by various parties; and
Whereas, Two standard subaccounts have been established to fund these studies; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized and directed to transfer $140,000 from the 2006 Capital Improvements Advance Planning Fund Parent Account No. UR01280000 into the Near North Side Plan Subaccount No. UR01280131 in the amount of $37,500; the Near South Side Plan Subaccount No. UR01280132 in the amount of $37,500; the Northeast Side Plan Subaccount No. UR01280130 in the amount of $25,000; the Economic Studies Subaccount No. UR01280028 in the amount of $20,000; and the Special Engineering and Technical Studies Subaccount No. UR01280041 in the amount of $20,000 for the purposes of carrying out various technical and economic planning activities throughout 2006; and, be it
Further Resolved, That DCD is authorized and directed to enter into such contracts and agreements as necessary to accomplish the development of the Area Plans and various special studies.
