Resolution relative to acceptance and funding of a Childhood Lead Detection Grant. (Health Department)
ANLS:
This resolution authorizes the Health Department to accept and fund a Childhood Lead Detection Grant project from the State of Wisconsin Division of Health and Family Services in the amount of $485,539 with a city share of $110.539 and a grantor share of $375,000. The purpose of the project is to support comprehensive and coordinated service delivery to lead-poisoned children through data management, community outreach, nursing care management and technical services.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Division of Health and Family Services for data management, community outreach, nursing care management and technical services; and
 
Whereas, The operation of this grant project from 07/01/98 to 06/30/99 would cost $485,539 of which $110,539 (23%) would be provided by the city and $375,000 (77%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled Childhood Lead Detection Grant:

2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
 
3. Establish the necessary grant performance submeasures;
 
and, be it
 
Further Resolved, That these funds are appropriated to the Health Department which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2. Expend from the 1998 grant budget funds for specific items of equipment;
 
and, be it
 
Further Resolved, That the Common Council directs that the 1998 Positions Ordinance, C.C. File 961002, should be amended as follows:

To expire 06/30/99 unless the Childhood Lead Detection Grant, available from the State of Wisconsin Division of Health and Social Services, is extended. Positions are authorized only as reflected in the grant agreement as approved by the Grantor Agency.
