TITLE
Resolution authorizing the issuance of a permit to Economou Partners as construction manager for the Staybridge Suites project allowing occupancy of the entire east bound roadway and the southerly driving lane of the west bound traffic of East Juneau Avenue between North Water Street and North Market Street.
ANALYSIS
This resolution authorizes City officials to issue an occupancy permit to Economou Partners allowing the company to close the entire east bound roadway and the southerly driving lane of the west bound traffic of East Juneau Avenue between North Water Street and North Market Street.
DOC Milwaukee is constructing a new hotel located on Water Street and East Juneau Avenue. The need for occupying the roadway is to place a mobile crane in the roadway in order to erect large pre-cast concrete beams and trusses. In consideration of safety, no on-site land is available to place the mobile crane. Therefore, Economou Partners has requested permission to occupy the entire east bound roadway and the southerly driving lane of the west bound traffic of East Juneau Avenue between North Water Street and North Market Street.
BODY
Whereas, Economou Partners is acting agent as the construction manager for DOC Milwaukee on the Staybridge Suites project located at the southeast corner of North Water Street and North Market Street; and
Whereas, Economou Partners has requested the permission to occupancy 37 feet of the 54 feet of the divided roadway; and
Whereas, The proposed building essentially covers the entire site leaving no room for placing the crane on site; and
Whereas, The crane’s dimensions are 33 feet long and 26.3 feet wide, and the length of the boom of the crane is 340 feet; and
Whereas, The weight of the concrete beams to be lifted is as high as 50 ton each; and
Whereas, The street closure is expected to take place in mid-January and to last about ten (10) weeks; and
Whereas, Two-way traffic shall be maintained on the north side of the divided roadway at all times; and
Whereas, Economou Partners shall be responsible for all required traffic control in accordance with City requirements and permits; and
Whereas, Economou Partners will notify, in writing, all owners of affected and adjacent properties of the intended work and schedule; and
Whereas, The Commissioner of Public Works may approve temporary occupancy of up to one-third of public rights-of-way while temporary use beyond that point must be approved by the Common Council; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the appropriate City officials are hereby authorized to issue a permit to Economou Partners allowing occupancy of the section of Juneau Avenue described herein for a period of ten (10) weeks from the date the permit is issued.
