Title

Resolution relating to acceptance and funding of a Private Property Inflow and Infiltration Grant from the Milwaukee Metropolitan Sewerage District for inspecting and rehabilitating building laterals for vacant houses in the Homes MKE program.

Analysis

Resolution relative to acceptance and funding of a Private Property Inflow and Infiltration grant from the Milwaukee Metropolitan Sewerage District for a project at various locations in the City of Milwaukee. The resolution also authorizes the Commissioner of the Department of City Development to execute a Private Property Inflow and Infiltration Funding Agreement with the Milwaukee Metropolitan Sewerage District and to fund with 100 percent Grantor funding.

Body

Whereas, The City of Milwaukee (“City”) is eligible to accept funding from the Milwaukee Metropolitan Sewerage District (“MMSD”) through MMSD’s Private Property Inflow and Infiltration Reduction Program; and

 

Whereas, The work proposed for this area is for inspecting and rehabilitating building laterals for vacant houses being renovated under the Homes MKE program; and

 

Whereas, This program is 100 percent voluntary; and

 

Whereas, MMSD has already offered to reimburse the City with grant funds not to exceed $1,222,500 - increasing it to $2,522,500; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the proper City officials are authorized to accept and execute the Inflow and Infiltration Reduction Project grant agreement, and other agreements and instruments needed to effectuate the increase in the Private Property Infiltration and Inflow Reduction grant, with such minor non-substantive revisions which may be necessary in the standard form of these documents required to address issues encountered during the finalization of these documents as approved by the proper City officials and the Office of the City Attorney; and, be it

 

Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:

Further Resolved, That these funds are appropriated to the Department of City Development (“DCD”), which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it

 

Further Resolved, That the Commissioner of DCD shall have the authority to authorize transfers within the project budget as long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10 percent and such transfers are in accordance with grantor regulations; and, be it

 

Further Resolved, That the Commissioner of DCD, on behalf of the City be authorized to enter into subcontracts and leases as detailed in the project budget, as applicable, and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
