Substitute resolution authorizing the Department of Administration - Office of Environmental Sustainability to accept and expend a sub-recipient grant from the Midwest Renewable Energy Association funded by the United States Department of Energy SunShot Grant to promote and facilitate the use of solar power.
Analysis
This resolution authorizes the Office of Environmental Sustainability to accept and expend a $130,000 SunShot Grant awarded by the Midwest Renewable Energy to help fund a $150,000 SunShot Solar Grant project.
The goals of the SunShot Solar Grant project are to increase customer satisfaction with solar permitting and interconnection processes, create model permitting, codes and zoning ordinances for other Wisconsin communities, and develop creative financing options for city residents and businesses to install solar devices.
The SunShot Grant of $130,000 will be matched by $20,000 from the City to fully fund this $150,000 project. City departments will provide $20,000 of advice and consultative services as the City’s match for this grant from funds already budgeted for City services, so no additional cost will be incurred by the City for this project.
The City is a sub-recipient of these grant funds. The parent grant is the $450,000 Wisconsin Rooftop Solar Market Transformation grant administered by the Midwest Renewable Energy Association, and funded through the United States Department of Energy SunShot program. Other Wisconsin participants include City of Madison and City of Marshfield.
This grant will provide funding for authorized positions in the Department of Administration - Office of Environmental Sustainability, including the Milwaukee Shines Project Manager and a graduate intern to assist in project development and tracking outcomes.

Whereas, The Common Council, through adoption of Common Council Files 090356, 091269 and 080121, has expressed its commitment to promoting and building a solar market in the City; and
Whereas, The Department of Administration - Office of Environmental Sustainability has developed the SunShot Solar Grant project to increase customer satisfaction with solar permitting and interconnection processes, create model permitting, codes and zoning ordinances for other Wisconsin communities, and develop creative financing options for city residents to install solar; and
Whereas, The City of Milwaukee has been awarded a SunShot Solar Grant from the United States Department of Energy, as a sub-recipient through the Midwest Renewable Energy Association to fund 87% of the SunShot Solar Grant project; and
Whereas, The total cost of the SunShot Solar Grant project is projected to be $150,000 which The Department of Administration - Office of Environmental Sustainability proposes to fund through the SunShot Solar Grant award of $130.000 (87% of total costs) and a $20,000 (13% of total costs) City match; and
Whereas, The SunShot Solar Grant will fund the SunShot Solar Grant project for a grant period of January 1, 2012 through December 31, 2012; and
Whereas, The Department of Administration - Office of Environmental Sustainability proposes the City’s $20,000 match will come from services rendered by various City departments during the course of the SunShot Solar Grant project and already included in the City’s 2012 adopted budget, so this grant match will not be an additional cost to the City; and
Whereas, The SunShot Solar Grant project promises to facilitate the installation of solar-powered devices by residents and to speed the community’s transition to sustainable energy sources; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Office of Environmental Sustainability is authorized to accept and expend a $130,000 sub-recipient grant from the Midwest Renewable Energy Association funded by the United States Department of Energy SunShot Grant to promote and facilitate the use of solar power; and, be it
Further Resolved, That the City Comptroller is authorized and directed to:
1. Commit funds within the Project/Grant Parent of the 2012 Special Revenue - Grant and Aid Projects Fund, the following amount for the project titled SunShot Solar Grant:
