Body
Whereas, The Common Council of the City of Milwaukee on August 2, 2001, and November 6, 2001 approved funding for the 2002 HUD program year as follows:  $23,000,000 Community Development Block Grant Funds (CDBG), $8,000,000 HOME Investments Partnerships (HOME), $783,000 Emergency Shelter Grant (ESG), and $400,000 for Housing Opportunities for Persons with AIDS (HOPWA); and
 
Whereas, The actual 2002 funding award notification received from U. S. Department of Housing and Urban Development is as follows: CDBG $22,596,000, HOME $9,402,000, ESG $785,000, and HOPWA $483,000; and
 
Whereas, The funding award for CDBG is $404,000 less than expected, and the funding awards have increased for HOME, ESG and HOPWA by $1,402,000, $2,000 and $83,000 respectively; now therefore, be it
 
Resolved, That the Community Development Committee has agreed to use the 2001 reprogramming funds in the amount of $404,000 to make up the CDBG shortfall; and, be it
 
Further Resolved, That Community Development Committee has also agreed to place the additional HOME funds in the amount of $1,402,000 in the 2002 HOME Pool account, allocate the $2,000 ESG additional award to Community Advocates to be sub-contracted to the Red Cross for Overflow Shelter; and, be it
 
Further Resolved, That Community Development Committee amended the 2002 HOPWA allocation to AIDS Resource Center of Wisconsin from $361,080 to $426,000 and amended the 2002 allocation to Richard's Place from $38,920 to $57,000.  These amended amounts not only restore the organizations back to the 2001 funding level, they each will receive additional funding.  AIDS Resource Center of Wisconsin received $399,000 in 2001 and Richard's Place received $43,000 in 2001; and, be it
 
Further Resolved, That the Community Block Grant Administration is responsible for awarding a subrecipient contract for the approved activities; and, be it
 
Further Resolved, That the project must submit budget and activity reports according to any conditions approved by the Common Council and the Mayor in conformance with File Number 74-92-5v to the Community Block Grant Administration and the City Comptroller for their review and approval; and, be it
 
Further Resolved, That payments for cost incurred shall be paid in accordance with approved reimbursement policy based on the approval by the Community Block Grant Administration and City Comptroller of a Budget Forecast (CDA-51).
