Analysis

This resolution directs the Commissioner of Public Works to execute a State/Municipal Agreement with the Wisconsin Department of Transportation for the programming, design, real estate acquisition, and construction of South 84th Street (STH 181) from W Greenfield Ave. to W Adler Ave. The State/Municipal Agreement provides for 75 percent Federal and State aid and 25 percent local cost sharing for preliminary engineering and for 100 percent Federal and State aid for real estate acquisition.  The total estimated cost of this project is $6,745,000 with a City share of $497,200 and grantor share of $6,127,800. Remaining $120,000 of costs to be funded by City of West Allis. This resolution also directs the City Comptroller to transfer funds for preliminary engineering at an estimated cost of $600,000 with an estimated City share of $30,000 and a grantor share of $450,000.  Remaining $120,000 of costs to be funded by City of West Allis, and to set up funds for real estate acquisition at an estimated total cost of $20,000 with an estimated City share of $0 and a grantor share of $20,000. Construction funds for this project will be included in future resolutions.

Body

Whereas, A project agreement has been requested and received from the Wisconsin Department of Transportation (WisDOT) to be executed by the City of Milwaukee for the programming, design, real estate acquisition, and construction of South 84th Street (STH 181) from W Greenfield Ave. to W Adler Ave. with Federal and State aid under the State Highway Rehabilitation Program; and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any cost incurred by the State should the City decide to withdraw from the project; and

 

Whereas, Construction funds for the project will be included in a separate resolution; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to execute the agreement for the programming, design, and construction of the aforementioned connecting highway project with Federal and/or State aid, copies of which are attached to Common Council Resolution File Number _________, and are incorporated into this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the Commissioner of Public Works is hereby authorized to undertake or engage a consultant to undertake preliminary engineering or real estate acquisition for the improvement of the aforementioned project and to reimburse the WisDOT for preliminary engineering costs they incur from the improvement; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for design engineering for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
