Title
Substitute resolution authorizing the acceptance and expenditure of a grant of up to $175,000 from the Milwaukee Area Workforce Investment Board to fund the Dombrowski Landscape Management Training Initiative.
Analysis
This resolution authorizes the Department of Public Works - Operations Division (Forestry Section) to accept and expend a grant of up to $175,000 from the Milwaukee Area Workforce Investment Board (MAWIB) to fund the trainers and some related training costs for the Dombrowski Landscape Management Training Initiative.
 
The total cost of the training program is $491,000.  A MAWIB grant of up to $175,000 will be used to pay for the City staff of trainers, as well as for Commercial Driver's License training for 30 trainees, and personal protective equipment for 30 trainees.  The David John Dombrowksi bequest is contributing $94,685.36.  The City is funding the remaining portion of $221,314.64 through carryover funding from various Forestry accounts, as authorized in the 2014 Adopted Budget ( Common Council File Number 130517).
 
The Dombrowski Landscape Management Training Initiative will recruit, train and place unemployed low-income Milwaukee residents in the landscape profession.  These individuals will be trained in grounds maintenance, including small trees, shrub and brush removal, as well as sidewalk snow and ice removal, and general landscape maintenance on City-owned tax-foreclosed and vacant properties.  Participants will have the opportunity to earn multiple credentials; including a Commercial Driver's License Class B with airbrakes, Tree Care Industry Association Tree Care Academy Ground Operations Specialist, Wisconsin Pesticide Application License, and CPR certification.  At the end of the program, 15 trainees will be brought on as seasonal City staff while the remaining will be linked with private landscape or tree care companies for employment.

Whereas, The City of Milwaukee appears to be eligible for grant funding from the Milwaukee Area Workforce Investment Board in the amount of $175,000; and
 
Whereas, The Department of Public Works - Operations Division (Forestry Section) will use this grant funding to conduct the Dombrowski Landscape Management Training Initiative; and
 
Whereas, The Dombrowski Landscape Management Training Initiative will train a total of 30 people for 17 weeks; and
 
Whereas, This initiative will train participants in grounds maintenance including small trees, shrub and brush removal, as well as sidewalk snow and ice removal, and general landscape maintenance on City-owned tax-foreclosed and vacant properties; and
 
Whereas Participants will have the opportunity to earn multiple credentials including a Commercial Driver's License Class B with airbrakes, Tree Care Industry Association Tree Care Academy Ground Operations Specialist, Wisconsin Pesticide Application License, and CPR certification; and
 
Whereas, The implementation of this project will cost $491,000, of which $175,000 (36%) will be provided by a grant from the Milwaukee Area Workforce Investment Board, $94,685.36 (19%) will be funded by the David John Dombrowski bequest, and the remaining $221,314.64 (45%) will be funded from various Forestry accounts as provided in the 2014  Adopted Budget (Common Council File Number 130517); now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works-Operations Division (Forestry Section) is authorized to accept and expend grant funding from the Milwaukee Area Workforce Investment Board in the amount of $175,000 without further Common Council approval, unless the terms of the grant change in a manner provided in s. 304-81 of the Milwaukee Code of Ordinances; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Encumber in the parent accounts of the 2014 Special Revenue Accounts-Grant and Aid Projects the following amounts for the project titled Cooperative Forestry Assistance Grant:

2. Create a Special Revenue Fund-Grant and Aid Projects and the necessary expenditure and revenue accounts, appropriate to these accounts the amounts required under the Grant Agreement, and transfer the corresponding offsetting estimated revenue.
 
3. Establish the necessary Grant and Aid performance sub-measures.

Further Resolved, That these funds are appropriated to the Department of Public Works -Operations Division (Forestry Section), which is authorized to:
 
1 .Make expenditures from these funds for specified purposes as indicated in the program budget, a copy of which is attached to this file.
 
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10% or more.
 
3. Enter into subcontracts and leases to the extent detailed in the project budget.
