Title
Substitute ordinance to further amend the 2003 offices and positions in the City Service under control of the Common Council.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows:
Under "Department of Administration, Business Operations Division, Emerging Business Enterprise Program", delete one position of "Emerging Business Enterprise Program Manager(Y)", one position of "Business Analyst-Senior(Y)" and one position of "Business Analyst-Senior(A)(Y)" and add one position of "Emerging Business Enterprise Manager (Y)", one position of "Emerging Business Analyst-Senior(Y)" and one position of "Emerging Business Analyst-Senior(A)(Y)."
Part 2. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows:
Under "Department of City Development, Public Housing Programs Decision Unit, Housing Rehabilitation and Financial Services Section", delete one position of "Code Enforcement Assistant Supervisor (C) (X)", one position of "Housing Rehabilitation Coordinator(C)(X)", two positions of "Housing Rehabilitation Inspector(C)(X)", one position of "Administrative Specialist Senior(C)(X)" and one position of "Office Assistant III(C)."
Part 3. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows:
Under "Department of Employee Relations, Administration Division", delete one position of "Management and Accounting Officer" and add one position of "Business Operations Manager"; under "Operation Division, Outreach/Diversity/Research Section", delete one position of "Community Relations Specialist-Senior" and one position of "Equal Rights Specialist-Senior" and add two positions of "Diversity Specialist-Senior."
Part 4. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows:
Under "Fire Department, Supporting Services Decision Unit", delete one position of "Fire Audiovisual Training Specialist" and add one position of "Audiovisual Specialist II."
Part 5. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows:
Under "Health Department, Home Environmental Health Division, Healthy Homes Demonstration Project (ZZ)", delete one position of "Project Coordinator (X)(ZZ)", one position of "Environmental Health Specialist II(X)(ZZ)" and one position of "Public Health Nurse(X)(ZZ)" and add one position of "Project Coordinator(X)(ZZ)(K)", one position of "Environmental Health Specialist II(X)(ZZ)(K)" and one position of "Public Health Nurse(X)(ZZ)(K)" and add footnote "(K)" to read as follows: "Position partially funded by the Home-Based Asthma Education Grant. Grant to expire 09/30/05 unless extended"; under Health Access and Adult Health, Meta House Family Works Project Grant (N)", add one position of "Health Project Coordinator-Meta House (N)(X)" and add footnote "(N)" to read as follows: "To expire 05/30/04 unless the Meta House Family Works Project Grant, available from the U.S. Department of Health and Human Services Substance Abuse and Mental Health Services, is extended."
Part 6. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows:
Under "Department of Neighborhood Services, Court Section", delete one position of "Health Enforcement Specialist(X)(Y)" and add one position of "Code Enforcement Assistant Supervisor(X)(Y)"; under Residential Inspection Division, Grant Programs", add the following section entitled: "Neighborhood Improvement Program(NIP)" and add one "Code Enforcement Assistant Supervisor (A)(X)", one position of "Housing Rehabilitation Coordinator(A)(X)", three positions of "Housing Rehabilitation Inspector(A)(X)", one position of "Administrative Specialist Senior(A)(X)" and one position of "Office Assistant III(A)."
Part 7. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows:
Under "Police Department, Technical Services Bureau, Communications Maintenance Division", delete one position of "Police Electronic Technician Foreman" and add one position of "Electronic Technician Supervisor."
Part 8. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 9. The provisions of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 10. This ordinance will take effect and be in force from and after its passage and publication.
