Resolution relative to application, acceptance and funding of a 2001 COPS MORE Grant for Mobile Data Computer (MDC) equipment and asset forfeiture local match. (Police Department)
Analysis
This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund a 2001 COPS MORE Grant from the United States Department of Justice, Community Oriented Policing Services. The purpose of this grant for $303,360 is to reduce crime and improve public safety, using technology. The forty MDC'S that will be purchased will help to enhance service levels and efficiency. The local match of $101,120 will come from Asset Forfeiture funds.

Whereas, Under CFDA #16.718, The City of Milwaukee appears to be eligible for grant funds from the United States Department of Justice, Community Oriented Policing Services for a 2001 COPS MORE Grant; and
Whereas, The operation of this grant from 10/01/2001 to 9/30/2003 would cost $404,480 of which $303,360(75%) would be provided by the grantor; and $101,120 (25%) would be provided by the City through Asset Forfeiture funds; and
Whereas, The local match of $101,120 would come from Asset Forfeiture funds; and
Whereas, The grant would enhance the number of MDC's that could be acquired; and
Whereas, The Federal government has established specific guidelines for expending funds received as a result of the asset forfeiture program; and
Whereas, The Police Department currently has funds held in trust (Account 0678-2110-9xxx-662201) to increase or enhance law enforcement efforts in the City of Milwaukee; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized to transfer up to $101,120 from the Police Department's Trust Account Number 0678-2110-9xxx-662201 to the contribution/revenue account, Federal Forfeiture Contribution Revenue (Account Number 0001-3311-985012); and, be it
Further Resolved, That upon transfer of these funds, the City Comptroller is authorized and directed to transfer $101,120 from the Federal Forfeiture Contribution Revenue Account to the Police Department's budget as follows:

; and, be it
Further Resolved, That all funds are to be expended to enhance law enforcement efforts in the City of Milwaukee in the following category of MDC's (match for grant) in the corresponding amount of $101,120; and, be it
Further Resolved, That a detailed reporting of the expenditure of the funds for these purposes will be required in the Police Department's annual report to the Common Council, due by February 1, in accordance with Common Council Resolution number 92-0252, adopted June 16, 1992; and, be it
Further Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Justice is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2001 Special Revenue-Grant and Aid Projects, the following amount for the program titled: "2001 COPS MORE Grant":

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2001 grant budget funds for specific items of equipment.
