Title

A substitute ordinance to further amend the 2023 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Assessor”s Office, Fire Department, Health Department (Clinical Services Division, Community Health Division, Environmental Health Division, Office of the Commissioner and Health Administration), Library, Municipal Court, Police Department, Department of Public Works (Administrative Services Division, Infrastructure Services Division, Operations Division, Sewer Maintenance Fund, Water Works)

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Assessor”s Office, Real Property”, add footnote designation (X) to one position of “Assessment Appeals Director”, eleven positions of “Commercial Property Appraiser 3”, and twelve positions of “Residential Property Appraiser 3”.

 

Under “Health Department, Community Health Division”, delete footnotes “(C)” and “(Q)” in their entirety.

 

Under “Maternal & Child Health”, add footnote designation “(WIC)” to one position of “Maternal and Child Health Director (J)(X)(Y)”.

 

Under “Women, Infants & Children”, delete one position of “Health Project Supervisor - WIC (C)(Q)(X) and one position of “Health Project Supervisor - WIC (C)(X)(WIC), add two positions of “Health Project Supervisor - WIC (X)(WIC)”, delete four positions of “Nutritionist (C)(Q)(X)” and one position of “Nutritionist - Bilingual (C)(X)”, add five positions of “Nutritionist (X)(M)(WIC)”, delete one position of “WIC Program Manager (C)(X)(Y)”, add one position of “WIC Program Manager (X)(Y)(WIC)”, delete five positions of “Medical Assistant (C)(Q)(X)”, add three positions of “Medical Assistant (X)(WIC)”, delete five positions of “Dietetic Technician (C)(Q)(X)”, add eight positions of “Dietetic Technician (X)(WIC)”, delete two positions of “Program Assistant I (C)(X)” and one position of “Program Assistant I (C)(M)(X)”, and add five positions of “Program Assistant I (X)(M)(WIC)”.

 

 

Under “Health, Environmental Health Division, Emergency Response Preparation”, delete one position of “Inventory Control Assistant 1 (RG)” and add one position of “Inventory Control Assistant 3 (RG)”.

 

Under “Health Department, Office of The Commissioner and Health Administration, Finance & Administration”, delete one position of “Inventory Control Assistant 1 (X)” and add one position of “Inventory Control Assistant 3 (X)”.

 

Under “Library, Administrative Services Decision Unit, Central Custodial Unit”, delete one position of “Custodial Worker 2”, delete fourteen positions of “Custodial Worker 1”, and add fifteen positions of “Custodial Worker 3”.

 

Under “Branch Custodial Unit”, delete eleven positions of “Custodial Worker 1 (X)” and add eleven positions “Custodial Worker 3 (X)”.

 

Under “Auxiliary Positions”, delete two positions of “Custodial Worker 1” and add two positions of “Custodial Worker 3”.

 

Under “Facilities and Fleet Section”, delete one position of “Building Operations Supervisor (X)(Y)”, add one position of “Building Services Supervisor II (X)(Y)”, delete one position of “Building Operations Supervisor (Y)”, and add one position of “Building Services Supervisor II (Y)”.

 

Under “Department of Public Works, Infrastructure Services Division, Bridges & Buildings Decision Unit, Custodial Services”, delete one position of “Building Services Supervisor II”, add one position of “Building Operations Supervisor”, delete thirteen positions of “Custodial Worker 1”, delete four positions of “Custodial Worker 2”, and add seventeen positions “Custodial Worker 3”.

 

Under “Auxiliary Positions”, delete one position of “Custodial Worker 1” and add one position of “Custodial Worker 3”.

 

Under “Transportation Infrastructure Decision Unit, Stores Unit”, delete eight positions of “Inventory Control Assistant 1”, delete seven positions of “Inventory Control Assistant 2”, and add fifteen positions of “Inventory Control Assistant 3”.

 

Under “Auxiliary Personnel”, delete one position of “Inventory Control Assistant 1”, add one position of “Inventory Control Assistant 3”, delete two position of “Inventory Control Assistant 2”, and add two positions of “Inventory Control Assistant 3”.

 

Under “Transportation Operations Decision Unit”, delete one position of “Inventory Control Assistant 2” and add one position of “Inventory Control Assistant 3”.

 

Under “Department of Public Works, Operations Division, Fleet Services Section, Fleet Store Rooms”, delete seven positions of “Inventory Assistant Control Assistant 2” and add seven positions of “Inventory Assistant Control Assistant 3”.

 

Under “Training and Investigation”, delete ten positions of “Equipment Operator 1” and add ten positions of “Equipment Operator 3”.

 

Under Department of Public Works, Operations Division, Fleet Services Section, Dispatch Operations, delete forty-four positions of “Equipment Operator 1” and add forty-four positions of “Equipment Operator 3”.

 

Under “Sanitation Section, Field Operations”, delete two hundred thirty-six positions of “Equipment Operator 1 (D)” and add two hundred thirty-six positions of “Equipment Operator 3 (D)”.

 

Under “Department of Public Works, Sewer Maintenance Fund, Underground Decision Unit, Auxiliary Personnel”, delete one position of “Equipment Operator 1” and add one position of “Equipment Operator 3”.

 

Under “Department of Public Works, Water Works, Business Organization, Meter Services”, delete one position of “Inventory Control Assistant 2” and add one position of “Inventory Control Assistant 3”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 20, 2023 - September 17, 2023):

 

Under “Health Department, Clinical Services Division, Laboratory”, delete four positions of “Laboratory Technician 1 (X)” and add four positions of “Medical Laboratory Technician (X)”.

 

Under “Department of Public Works - Infrastructure Services Division, Bridges & Buildings Decision Unit, Bridge Operations/Maintenance”, delete one position of “Painter Senior” and add one position of “Painter Supervisor”.

 

Under “Department of Public Works - Water Works, Water Quality Organization”, delete three positions of “Laboratory Technician 2” and add three positions of “Water Laboratory Technician”.

 

Under “Plants - North Organization, Linwood and North Water Production”, delete twenty-one positions of “Senior Water Treatment Plant Operator”, add eleven positions of “Water Treatment Plant Lead Operator”, and add ten positions of “Water Treatment Plant Operator 4”.

 

Under “Plants - South Organization, Howard & South Water Production”, delete fifteen positions of “Senior Water Treatment Plant Operator”, add seven positions of “Water Treatment Plant Lead Operator”, and add eight positions of “Water Treatment Plant Operator 4”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 21, 2023 - October 1, 2023):

 

Under “Fire Department, Support Services Bureau Decision Unit, Business and Finance Section”, delete three positions of “Program Assistant III”, add three positions of “Fire Business Services Specialist”, delete one position of “Personnel Payroll Assistant III”, and add one position of “Payroll Assistant 3”.

 

Under “Municipal Court, Courtroom Proceedings”, delete one position of “Municipal Court Clerk II”, add one position of “Municipal Court Clerk - Lead”, delete six positions of “Municipal Court Clerk I”, and add six positions of “Municipal Court Clerk 2”.

 

Under “Management and Administration”, delete one position of “Administrative Assistant III”, add one position of “Court Administrative Assistant”, delete one position of “Court Services Supervisor”, and add one position of “Administrative Services Manager - Court”.

 

Under “Cash Control and Accounting”, delete four positions of “Accounting Assistant II”, add four positions of “Court Accounting Assistant”, delete one position of “Accounting Assistant III”, and add one position of “Court Accounting Assistant - Senior”.

 

Under “Court Services”, delete one position of “Court Services Assistant IV”, add one position of “Court Services Assistant - Lead”, delete five positions of “Court Services Assistant III”, and add five positions of “Court Services Assistant 2”.

 

Under “Police Department, Budget & Finance Division”, delete one position of “Accounting Assistant II” and add one position of “Accounting Coordinator I”.

 

Under “Payroll Section”, delete two positions of “Personnel Payroll Assistant II”, add two positions of “Payroll Clerk 3”, delete one position of “Personnel Payroll Assistant II”, and add one position of “Payroll Assistant 3”.

 

Under “Department of Public Works - Administrative Services Division, Finance & Planning Section”, delete one position of “Human Resources Representative”, add one position of “DPW Payroll Services Assistant”, delete nine positions of “Personnel Payroll Assistant III”, and add nine positions of “Payroll Assistant 3”.

 

Under “Department of Public Works - Infrastructure Services Division, Bridges and Buildings Decision Unit, Information and Security”, delete five positions of “Communications Assistant III” and add five positions of “City Hall Operator”.

 

Under “Department of Public Works - Water Works, Business Organization, Accounting Services”, delete one position of “Accounting Assistant III”, add one position of “Payroll Assistant 3”, delete one position of “Business Services Specialist”, and add one position of “Water Payroll Specialist”.

 

Part 4.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 5.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 20, 2023 (September 17, 2023).

 

Part 6.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 21, 2023 (October 1, 2023).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 7.  This ordinance will take effect and be in force from and after its passage and publication.
