Substitute resolution relative to changes in the 2008 HUD funding for Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Shelter Grant (ESG), Housing Opportunities for Persons With AIDS (HOPWA) and American Dream Downpayment Initiative (ADDI).

Whereas, The Common Council of the City of Milwaukee on 10/23/07 approved the anticipated HUD funding awards for 2008 as follows: CDBG $17,700,000; HOME $6,400,000; ESG $761,722; HOPWA $492,000; and ADDI $105,000; and
Whereas, The Community Development Grants Administration (CDGA) was notified by HUD that the actual 2008 funding awards would be as follows: CDBG $16,643,152; HOME $6,210,736; ESG $761,931; HOPWA $515,000; and ADDI $42,427; and
Whereas, The shortfall for each 2008 HUD funded award is CDBG ($1,056,848); HOME ($189,264); ADDI ($62,573); and an increase to ESG of $209; HOPWA an increase of $23,000; and
Whereas, The 2008 activities noted in Attachment A will receive priority funding during the Reprogramming cycle; and
Whereas, The Community & Economic Development Committee recommends approval of the adjustments to the 2008 allocations as noted in Attachment A; now therefore, be it
Resolved, By The Common Council of the City of Milwaukee hereby approves the changes to the 2008 HUD awards as stated in Attachment A; and, be it
Further Resolved, That CDGA is responsible for awarding subrecipient contracts for the approved adjusted 2008 awards; and, be it
Further Resolved, That the subrecipient organization shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Development Grants Administration and the City Comptroller for review and approval; and, be it
Further Resolved, That payments for CDBG cost incurred shall be paid in accordance with approved CDBG reimbursement policy based on the approval by the Community Development Grants Administration and the City Comptroller; and, be it
Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common Council File Number 74-92-5v are fully applicable to the 2008 Community Development Entitlement Funding Program.
