Title
Substitute resolution approving the Public Improvement Development and Maintenance Agreement for the Lincoln Village Business Association (Lincoln Avenue Streetscaping), between the City of Milwaukee and the Lincoln Village Business Association.
Analysis
This substitute resolution approves the Lincoln Village Business Association's proposed streetscaping project for the installation of Milwaukee lantern and harp style lighting on Lincoln Avenue between 7th and 20th Streets. The Public Improvement Development and Maintenance Agreement details the responsibilities of the City and the Lincoln Village Business Association for the construction, maintenance and financing of the project.
Body
Whereas, The 2003 Capital Budget for the City of Milwaukee ("City") contains $73,500 in the Development Fund; and
Whereas, The City has an ongoing commitment to the revitalization of neighborhood commercial districts; and
Whereas, The Lincoln Village Business Association ("LVBA") began its work in 1996; and
Whereas, The LVBA has consistently invested its time and resources to the improvement of the Lincoln Avenue commercial neighborhood district; and
Whereas, The proposed public way improvements will greatly enhance the neighborhood investments; and
Whereas, Private funds will be contributed to this project; and
Whereas, A Public Improvement Development and Maintenance Agreement Term Sheet for said streetscaping project, a copy of which is attached to this Common Council File, has been prepared with the participation of the LVBA and City departments; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the proper City officials are authorized and directed to draft said Agreement, which is consistent with said Term Sheet and mutually acceptable to the City Attorney, the Commissioner of the Department of City Development and the LVBA; and, be it
Further Resolved, That the City Comptroller is authorized and directed to transfer $73,500 from the Development Fund Account to the appropriate borrowing and expenditure accounts; and, be it
Further Resolved, That the City Comptroller, in conjunction with the Commissioner of the Department of City Development, is authorized and directed to establish any and all subaccounts and follow the City guidelines necessary to maintain the fiscal control to carry out the intent and purpose of this resolution; and, be it
Further Resolved, That all City officials, departments, boards and commissions are authorized and directed to assist and cooperate with said project.
