This resolution:
 
1. Expresses the Common Council's support of an amendment to the W-2 program to allow participants to count time spent on education and training against the requirement to work.
 
2. Directs the Department of Administration - Intergovernmental Relations Division to lobby the Wisconsin Legislature in support of such amendment.
BODY:
Whereas, In Milwaukee County, an estimated 25,000 people receive Aid to Families with Dependent Children, of whom 10,000 have no high school diplomas; and
 
Whereas, W-2 participants are among the most challenging to employ since their skills and educational levels do not match existing employment opportunities; and
 
Whereas, In the absence of high school diplomas and basic skills, W-2 participants will find it almost impossible to find meaningful employment; and
 
Whereas, The W-2 program lacks adequate provisions for education and job training; and
 
Whereas, It is necessary to incorporate a stronger educational component in the W-2 program in order to make the program more effective in alleviating the problem of poverty by enabling program participants to secure family - supporting jobs; and
 
Whereas, Expanded educational opportunities for W-2 participants will substantially increase the employability of W-2 participants, now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council expresses its support for an amendment to the W-2 program to allow participants to count time spent on education and training against the requirement to work and urges the Wisconsin Legislature and Governor to make the necessary changes in state law to accomplish this objective; and, be it
 
Further Resolved, That the Department of Administration - Intergovernmental Relations Division is directed to lobby the Wisconsin Legislature in support of such amendment.
