Title

Substitute resolution relative to acceptance of the Public Health Crisis Response grant from the Centers for Disease Control.

 

Analysis

Resolution authorizing the Health Department to accept a 5-year award for as-needed public health emergency funding from the U.S. Centers for Disease Control & Prevention (CDC). This grant creates a funding source for future public health emergencies as determined by the CDC. Acceptance and establishment of a grant account will enable the City of Milwaukee to quickly accept and deploy future public health emergency funding for emergencies as they are determined by the CDC during the term of the award. This resolution creates an annual grant account for this funding, should it be needed. It also sets aside $50,000 for the Health Department to begin immediate emergency response spending if needed once the Notice of Award is received, at which point an amended grant budget and resolution will be submitted.

 

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Centers for Disease Control (CDC) to respond to public health emergencies as determined by the CDC; and

 

Whereas, The operation of this grant program from October 1, 2022 to September 30, 2023 will cost $50,000, comprised of $50,000 or 100% grantor share, and $0 or 0% City share; and

 

Whereas, initial funding of $50,000 will enable rapid response to potential future public health emergencies; now, therefore, be it;

 

Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement in substantially the same form as the agreement included in this file; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent account of the 2022 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled CDC Public Health Emergency Response:

2.  Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs, upon receipt of a Notice of Award from the CDC; and

 

2.                     Expend from the 2022 grant budget funds for specific items of equipment; and,

 

3.                     Enter into subawards and leases as detailed in the grant budget;
