This resolution creates a 7-member special committee to conduct research and, to the extent legally permissible, negotiations relating to the lease of Henry W. Maier Festival Park (Summerfest grounds) by Milwaukee World Festivals, Inc. (Summerfest). The committee shall make recommendations to the Common Council, the Mayor and the Board of Harbor Commissioners relating to extension of the current lease or creation of a new lease agreement.
BODY:
Whereas, On April 29, 1999, the board of directors of Milwaukee World Festivals, Inc. (Summerfest), requested, in a communication to the Mayor and Common Council President, the commencement of negotiations for a successor lease for Henry W. Maier Festival Park (the Summerfest grounds); and
Whereas, The Common Council desires to provide for the creation of a special committee to address issues and, to the extent legally permissible, assume responsibility relating to the conduct of lease negotiations with representatives of Milwaukee World Festivals, Inc.; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that there is created a special committee to conduct lease negotiations with Milwaukee World Festivals, Inc., to the extent legally permissible; and, be it
Further Resolved, That this committee shall consist of the Mayor or his designee, 2 appointees of the Mayor, the Common Council President or his designee, and 2 appointees of the Common Council President; and, be it
Further Resolved, That the Mayor and Common Council President shall jointly appoint a 7th member to serve as chair of the special committee; and, be it
Further Resolved, That the special committee is charged with researching and commencing, to the extent legally permissible, lease negotiations on such issues as, but not limited to, permanent lakefront access, implementation and financing of the Millennium Momentum Plan, long-range strategic planning, terms of the lease, rental payments and governance; and, be it
Further Resolved, That the special committee is directed to make recommendations to the Common Council, the Mayor and the Board of Harbor Commissioners relating to an extension of the current lease agreement, or creation of a new lease agreement, for Henry W. Maier Festival Park; and, be it
Further Resolved, That all City departments are authorized and directed to provide such assistance as may be required by the special committee in carrying out its responsibilities pursuant to this resolution; and, be it
Further Resolved, That staff for this special committee shall be provided by the Port of Milwaukee and the City Clerk.
