Title
Substitute resolution relating to bids for group life insurance and appropriating a sum not to exceed $25,000 from the Common Council Contingent Fund for the services of a consultant.
Analysis
Since the inception of the City's group life insurance program, the City has entered into a series of five year contracts. The current contract is with United Wisconsin Life Insurance Company and expires on December 31, 2002. Under this resolution, the Common Council directs the Executive Director of the Employes' Retirement System and the City Attorney to request proposals for a contract for the five year period, commencing January 1, 2003. Under the resolution, the Common Council will appropriate up to $25,000 from the Contingent Fund to be held in a special account within the Contingent Fund for expenditure upon authorization by the Executive Director of the Employes' Retirement System for the services of a consultant to assist in preparing specifications, developing a list of prospective bidders, evaluating the proposals, and contract implementation.

Whereas, The City of Milwaukee has entered into a contract with United Wisconsin Life Insurance Company providing for group life insurance coverage for eligible employes; and
Whereas, The contract expires on December 31, 2002; and
Whereas, The Common Council is interested, in receiving proposals for a five year contract commencing January 1, 2003; and
Whereas, The City is interested in retaining the services of William M. Mercer, Inc. to assist the City in preparing specifications, developing a list of prospective bidders and evaluating the proposals that are received in response to a request for proposals; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee as follows: (1) the Executive Director of the Employes' Retirement System and the City Attorney be and hereby are authorized and directed to retain the consulting services of William M. Mercer, Inc.; (2) a sum not to exceed $25,000 is appropriated from the Common Council Contingent Fund and set aside in a special account within the Contingent Fund for expenditure upon authorization by the Executive Director of the Employes' Retirement System; (3) the consulting agreement between the City of Milwaukee and William M. Mercer shall not be submitted to the Common Council for approval prior to execution by proper city officers; (4) the Executive Director of the Employes' Retirement System and the City Attorney be and hereby are authorized to approve the specifications, a list of prospective vendors, and to supervise the bidding process; and (5) the Executive Director of the Employes' Retirement System and the City Attorney shall submit the written evaluation of bidders by the consultant together with the recommendation as to the vendor for consideration to the Common Council.
