Substitute ordinance to further amend the 1999 rates of pay of offices and positions in the City Service under control of the Common Council.
BODY:
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 2 of ordinance File Number 980576 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Salary Grade 002, delete the title "Systems Support Specialist" and add the title "Network Coordinator-Assistant."
Under Salary Grade 004, delete the titles "Systems Support Specialist-Senior" and "Water Technical Systems Supervisor 3/", and add the titles "Network Coordinator-Associate", "Systems Analyst-Assistant" and "Telecommunications Analyst-Assistant."
Under Salary Grade 005, delete the titles "Fleet Systems Coordinator" and "Microcomputer Specialist" and add the title "Council Network Analyst 3/" with footnote "3/" to read: "3/ To be studied for proper job classification and rate of pay by the Department of Employee Relations in May, 2000."
Under Salary Grade 006, delete the title "Systems Analyst" and add the titles "Network Coordinator-Senior" and "Systems Analyst-Associate."
Under Salary Grade 007, delete the titles "Microcomputer Specialist-Senior", "Network Systems Administrator", "Systems Analyst-Senior" and "Technical Systems Analyst", and add the titles "Council Network Administrator 4/" and "Water Systems Analyst" with footnote "4/" to read: "4/ To be studied for proper job classification and rate of pay by the Department of Employee Relations in May, 2000."
Under Salary Grade 008, delete the title "Systems Project Leader", and add the titles "Business Systems Coordinator", "Network Administrator", "Systems Analyst-Senior" and "Telecommunications Analyst-Senior."
Under Salary Grade 009, delete the titles "Court Systems Administrator", "Information Systems Services Manager" and "Technical Systems Supervisor" and add the titles "Library Network Manager 4/" and "Network Systems Integrator" and add footnote "4/" to read: "4/ To be studied for proper job classification and rate of pay by the Department of Employee Relations in May, 2000."
Under Salary Grade 010, delete the titles "Assessment Analysis Manager", "Geographic Information Systems Manager" and "Public Works Information Systems Manager" and add the titles "Business Systems Supervisor" and "Network Manager."
Under Salary Grade 011, delete the title "Data Base Administrator" and add the titles "Business Systems Manager" and "Systems Analyst-Project Leader."
Under Salary Grade 012, add the titles "Geographic Information Systems Manager", "Network Planning Manager" and "Systems Analyst Manager."
Under Salary Grade 014, delete the title "Technical Services Manager."
Under Salary Grade 015, add the title "Information Systems Manager."
Part 2. Section 5 of ordinance File Number 980576 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 425, add the title "Help Desk Representative I 9/" and the footnote "9/ Appointment may be up to the third step of the pay range with the approval of the Department of Employee Relations and the concurrence of the Chair or Vice-Chair of the Committee on Finance and Personnel."
Under Pay Range 435, add the title "Help Desk Representative II 4/" and the footnote "4/ Appointment may be up to the third step of the pay range with the approval of the Department of Employee Relations and the concurrence of the Chair or Vice-Chair of the Committee on Finance and Personnel."
Part 3. Section 8 of ordinance File Number 980576 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 515, delete the title "Computer Programmer I 1/", and the existing footnote "1/" in its entirety, and add the title "Programmer I 1/" and a new footnote "1/ Appointment may be up to the third step of the pay range with the approval of the Department of Employee Relations and the concurrence of the Chair or Vice-Chair of the Committee on Finance and Personnel."
Under Pay Range 530, delete the title "Immunization Project Assistant."
Delete Pay Range 551 in its entirety.
Under Pay Range 556, add the title "Programmer II 1/" and the footnote "1/ Appointment may be up to the third step of the pay range with the approval of the Department of Employee Relations and the concurrence of the Chair or Vice-Chair of the Committee on Finance and Personnel."
Create a new Pay Range 591 as follows:

Under Pay Range 594, delete the titles "Network Services Coordinator", "Network Specialist I" and add the title "Network Specialist 4/" and the footnote "4/ Appointment may be up to the third step of the pay range with the approval of the Department of Employee Relations and the concurrence of the Chair or Vice-Chair of the Committee on Finance and Personnel."
Under Pay Range 596, delete the titles "Network Specialist II" and "Programmer Analyst", and add footnote designation "1/" following the title "Network Analyst-Assistant" and add the footnote "1/ Appointment may be up to the third step of the pay range with the approval of the Department of Employee Relations and the concurrence of the Chair or Vice-Chair of the Committee on Finance and Personnel."
Delete Pay Range 597 in its entirety.
Under Pay Range 598, delete the title "Network Specialist III" and add the titles "Network Analyst-Associate 1/", "Programmer Analyst 1/" and the footnote "1/ Appointment may be up to the third step of the pay range with the approval of the Department of Employee Relations and the concurrence of the Chair or Vice-Chair of the Committee on Finance and Personnel."
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 6. This ordinance will take effect and be in force from and after its passage and publication.
