Title

Substitute resolution relating to the expansion of the Bronzeville Cultural and Entertainment District.

Analysis

This resolution expands the Bronzeville Cultural and Entertainment District from West Walnut Street to West Burleigh Street and from North Dr. Martin Luther King Drive to North 7th Street.

Body

 

Whereas, On May 17, 1983, The Common Council adopted File No. 82-2097-a, which adopted a Redevelopment Plan for the North 7th Street - West Garfield Avenue Redevelopment area; and

 

Whereas, Common Council File Number 010087, adopted on May 30, 2001, amended the boundaries of the North 7th Street - West Garfield Avenue Redevelopment area; and

 

Whereas, Common Council File Number 041531, adopted May 20, 2005, approved Amendment No. 2 to the North 7th Street - West Garfield Avenue Redevelopment area; and

 

Whereas, Common Council File Number 050395, adopted September 27, 2005, created Tax Incremental District No. 59 (Bronzeville Cultural and Entertainment District) to help fund improvements in the North 7th Street - West Garfield Avenue Redevelopment area; and

 

Whereas, The Bronzeville Cultural and Entertainment District - Redevelopment Plan was designed to market and brand the history of the area while also attracting and promoting African-American arts, entertainment and culture going forward; and

 

Whereas, On September 21, 2010, the Common Council created the 7-person Bronzeville Advisory Committee to review and make recommendations about future redevelopment proposals in the district; and

 

Whereas, Common Council File Number 180931, adopted November 27, 2018, approved the Equitable Growth Through Transit Oriented Development Plan and amended the Northeast Side Area Comprehensive Plan to include the Transit Oriented Development Plan for North Dr. Martin Luther King Jr. Drive that included recommendations for ongoing development of the Bronzeville Cultural and Entertainment District; and

 

Whereas, Common Council File Number 201213 adopted May 4, 2021, expanded the area under the scope of the Bronzeville Advisory Committee to include the area bounded by West Burleigh Street, West Walnut Street, North Dr. Martin Luther King Jr. Drive, and North 7th Street, and

 

Whereas, Redevelopment, promotional and marketing activities in the area have extended beyond the boundaries originally identified in the City’s legislation; and

 

Whereas, This resolution will expand the official boundaries of the Bronzeville District to include areas commonly believed to be included in the district; and

 

Whereas, The new boundaries will encompass more of the historic Bronzeville area; and

 

Whereas, Three strong neighborhoods, Harambee, Halyard Park and Brewers Hill, border on, and will be positively impacted by, the ongoing development of the Bronzeville Cultural and Entertainment District; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that for the purposes of branding, marketing, identification, and related purposes, the Bronzeville Cultural and Entertainment District is designated as the area bounded by West Walnut Street, North Dr. Martin Luther King Jr. Drive, West Burleigh Street, North 7th Street, and North Halyard Street.
