Title
Substitute resolution relative to acceptance of a Wisconsin Nonpoint Source Water Pollution Abatement/Nonpoint Source Grant.
Analysis
This substitute resolution authorizes the Department of Public Works to accept a Wisconsin Nonpoint Source Water Pollution Abatement Grant.  Funding under this grant will enable the City to reduce the amount of pollution in the storm water runoff.
Body
Whereas, Common Council File Number 000195 was adopted on May 8, 2000 and approved the acceptance and funding of the Nonpoint Source Pollution Abatement Nonpoint Grant; and
 
Whereas, The estimated total cost of this project is $112,000 of which $56,000 (50%) would be grant funded and $56,000 (50%) would be Historic Third Ward Association match; and
 
Whereas, There was no local out-of-pocket City share required to receive the grant; and
 
Whereas, Under the terms of Section 144.25 of the Wisconsin Statutes and Chapter NR 120.08 of the Wisconsin Administrative Code, the City of Milwaukee is eligible for additional grant funds from the Department of Natural Resources for the Nonpoint Source Water Pollution Abatement Nonpoint Source Grant; and
 
Whereas, Funds within the Project/Grant Parent of the 2000 Capital Revenue Grant and Aid Projects were committed for the following amounts for the program/project titled Wisconsin Nonpoint Source Water Pollution Abatement Grant Project:

Whereas, Historic Third Ward Association could not come up with $56,000 (50%) match funds, the Department of Natural Resources decided to increase their share from $56,000 to $76,000 and the Historic Third Ward Association will contribute the additional $36,000 needed to complete this project; and
 
Whereas, There is no local out-of-pocket City share required to receive the grant; and
 
Whereas, It would appear that the City involvement in a grant aid project involving the abatement of nonpoint source water pollution would result in the following major benefits to the City:
  • Reducing the amount of pollution in Storm Water Runoff; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the proper City official and/or the herein named department head are hereby authorized to accept such a grant without further Common Council approval; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
Commit the additional funds in the created Capital Revenue Fund; and, be it
 
Further Resolved, That the funds are budgeted for specific purposes as indicated in the grant budget and incur costs consistent with the grant award; and, be it
 
Further Resolved, That the additional $20,000 received from the Department of Natural Resources be deposited in accordance with procedures established by the City Comptroller.
