Resolution relating to the establishment of a semi-permanent household hazardous waste collection facility at the Department of Public Works' Lincoln Avenue Self-Help Center.
Analysis
This resolution expresses the Common Council's support for the establishment and operation of a semi-permanent household hazardous waste collection facility at the Department of Public Works' Lincoln Avenue Self-Help Center, 3879 West Lincoln Avenue.  This facility would be designed, constructed and operated by the Milwaukee Metropolitan Sewerage District, at no cost to the City.  This resolution also authorizes and directs the proper City officials to draft and execute the legal documents necessary to allow establishment of the MMSD facility at the Self-Help Center and to cooperate with MMSD in whatever ways are necessary to bring about the development and operation of the facility.
Body
Whereas, The Milwaukee Metropolitan Sewerage District ("MMSD") currently collects household hazardous waste at two permanent facilities (one in Franklin and the other in Menomonee Falls) and from mobile collection facilities set up at various locations in Milwaukee County on various dates throughout the year; and
 
Whereas, Under this collection arrangement, residents often have to wait up to a year before they can dispose of hazardous waste at mobile collection sites close to their homes; and
 
Whereas, This limited availability of household hazardous waste collection may lead some residents to dispose of hazardous waste in the regular trash or by other illegal methods, rather than wait until the next time mobile collection facilities are set up near their homes; and
 
Whereas, MMSD has used the Department of Public Works' Lincoln Avenue Self-Help Center, 3879 West Lincoln Avenue, as a mobile household hazardous waste collection site in the past; and
 
Whereas, The Department of Public Works and MMSD have been negotiating an arrangement under which MMSD would establish and operate a semi-permanent household hazardous waste collection facility at the Lincoln Avenue Self-Help Center; and
 
Whereas, The proposed facility would be operated for an initial period of 3 years and located in a 120-foot-by-50-foot building to be erected at the Lincoln Avenue Self-Help Center; and
 
Whereas, The proposed facility would initially be operated 2 days per week and staffed by MMSD's household hazardous waste collection contractor; and
 
Whereas, While the proposed facility would be open to all residents of Milwaukee County, it would be configured such that non-City residents would not be permitted to drop off their trash or recyclables at the Self-Help Center; and
 
Whereas,  MMSD would pay all costs associated with constructing and operating the proposed facility, offsetting those costs by eliminating 3 summer mobile collection sites; and
 
Whereas, By increasing the availability of household hazardous waste collection, the proposed facility is likely to reduce the amount of hazardous waste that ends up in landfills; and
 
Whereas, The Common Council finds that authorizing the proposed arrangement between the City and MMSD would foster a spirit of regional cooperation in the Milwaukee area; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council supports the establishment and operation, at no cost to the City, of a semi-permanent household hazardous waste collection facility at the Department of Public Works' Lincoln Avenue Self-Help Center, such facility to be developed and operated by the Milwaukee Metropolitan Sewerage District; and, be it
 
Further Resolved, That the proper City officials are authorized and directed to draft and execute the legal documents necessary to allow establishment of the MMSD facility at the Lincoln Avenue Self-Help Center and to cooperate with MMSD in whatever ways are necessary to bring about the development and operation of the facility.
