Resolution expressing the City of Milwaukee’s support for U.S. House Bill H.R. 3668 – 117th Congress (2021-2022), and directing the Department of Administration Intergovernmental Relations Division to lobby for its passage.
Analysis
This resolution expresses the City’s support for U.S. House Bill 3668, introduced on June 6, 2021, by Representative Gwen Moore, which requires recipients of assistance for certain water infrastructure projects to provide job training, apprenticeships, and other employment opportunities for low-income persons and very low-income persons. It further directs the Department of Administration-Intergovernmental Relations Division to lobby for passage of this bill.

Whereas, Lake Michigan is among the five largest accessible, freshwater lakes in the world, both in surface area and overall-volume; and
Whereas, In 2009, The Water Council, a non-profit established to solve critical global water challenges by supporting innovation in freshwater technology, was established in Milwaukee because of the City’s unique blend of water technology businesses, economic development organizations and academic programs, including the only School of Freshwater Sciences in the United States; and
Whereas, Skills associated with water-based technology will continue to grow in importance as global water systems adjust to the impacts of human development and man-made climate change; and
Whereas, Milwaukee’s position along Lake Michigan, growing water-technology sector and available labor force position the City to be a global leader in water stewardship and innovation; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee supports passage of U.S. House Bill H.R. 3668 – 117th Congress (2021-2022); and, be it
Further Resolved, That the Department of Administration - Intergovernmental Relations Division is directed to lobby the U.S. Congress to enact this legislation; and, be it
Further Resolved, That the City Clerk shall forward copies of this resolution to members of the City of Milwaukee’s delegation to the U.S. Congress.
