Title
Substitute resolution relating to the expenditure of $12,000 for a public education program relating to firearm violence.
Analysis
This resolution authorizes the expenditure of $12,000 - $3,169.06 from a special purpose account in the 2003 City Budget, and a carryover of $8,830.94 from the 2001 and 2002 budgets - to fund the public education component of Operation Ceasefire, a joint law enforcement initiative aimed at reducing handgun violence. The money will be paid to the Ceasefire Education Fund held by the Safe & Sound program. Safe & Sound partners with the agencies responsible for Operation Ceasefire for the purpose of accepting donations for the education effort.
Body
Whereas, Funding in the amount of $50,000 was allocated in the 2003 City Budget to a special purpose account designated "Handgun Violence Media Campaign"; and
Whereas, The City of Milwaukee, working with the United States Attorney's Office and a range of other local and federal agencies, began Project Ceasefire on January 1, 2000; and
Whereas, A key component in Project Ceasefire has been a public education campaign to make community members aware of the program's existence and its penalties through bus, radio and television advertising and billboards; and
Whereas, The Safe & Sound program has been a partner with the various agencies responsible for Operation Ceasefire for the purpose of accepting contributions to the public education campaign; and
Whereas, There is a carryover amount of $8,830,94 of unexpended funds from the 2001 and the 2002 budget, Handgun Violence Media Campaign special purpose account, previously disbursed for the purpose of funding the community education component of Operation Ceasefire; and
Whereas, Operation Ceasefire has requested $12,000 for the Milwaukee Summer Arts Initiative; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Common Council authorizes and directs the expenditure of $12,000 - $3,169.06 from the Handgun Violence Media Campaign special purpose account, 0001-1310-S189-006300, and the carryover of $8,830.94 of unexpended funds as carryover from the 2001 and 2002 budgets - for the purpose of funding the community education component of Operation Ceasefire; and, be it
Further Resolved, That the appropriate City officials are authorized to execute the attached agreement with the Safe & Sound Program for the purpose of accepting City funds for use in the Operation Ceasefire public education program; and, be it
Further Resolved, That no payment shall be made until Operation Ceasefire submits a written report to the Common Council detailing how the $50,000 appropriated in 2002 was utilized with documentation for the calendar year 2002; and, be it
Further Resolved, That Operation Ceasefire shall also submit a written report to the Common Council by January 31, 2004, detailing how the $12,000 authorized for expenditure in this resolution was utilized with documentation for the calendar year 2003.
