This resolution appropriates $5,521.59 from the 2000 Common Council Contingent Fund to pay select special charges from 1993 through 1998 totaling $5,521.59 from the property tax bill for the property at 601-615 W. Historic Mitchell St (Tax Key Number 461-0501-100-8).
BODY:
Whereas, The property at 601-615 W. Mitchell St. (Tax Key Number 461-0501-100-8) had numerous special charges placed on the property tax bill for the years 1993 through 1998; and
Whereas, Many of these charges were the result of inaction on the part of the owner of the property from 1993 to 1998 in correcting building and health code violations; and
Whereas, This property had 27 police calls from April through July 1998; and
Whereas, This property was declared unfit for human habitation in July 1998 and was boarded up by the city; and
Whereas, This property was scheduled to be the target of a city nuisance abatement team action involving the City Attorney's Office, the Police Department, the Department of Neighborhood Services and the Department of City Development; and
Whereas, Such abatement action would have cost the city approximately $400,000 in Community Development Block Grant money; and
Whereas, This property was purchased by Elktown Properties in March 1999; and
Whereas, This purchase has resulted in a cancellation of the abatement action; and
Whereas, The new owners are rehabilitating the property to make it an asset to the neighborhood; and
Whereas, The new owners have requested that the special charges specifically related to inaction by the previous owners be removed by the city; and
Whereas, The new owners may also work with the Milwaukee Water Works to make a "vacancy adjustment" in the delinquent water charges for this property, a portion of which may be deemed to be a result of leaks; now, therefore, be it
Resolved, That the City Comptroller is authorized and directed to establish a separate subclass within the 2000 Common Council Contingent Fund (Account Number 0001-9990-0001-C001-006300) and to transfer the appropriation of $5,521.79 into subclass Cxxx; and, be it
Further Resolved, That the City Treasurer is authorized and directed to issue a check payable to Wayne F. Whittow for payment of the below-listed special charges on the property tax bill for 601-615 W. Historic Mitchell St. (Tax Key Number 461-0501-100-8):
