Title

Resolution relative to application, acceptance and funding of the  Early Child Care Grant. (Health Department)

 

Analysis

This resolution authorizes the Health Department to apply for, accept and fund the Early Child Care Grant project from the U.S. Department of Health and Human Services in the amount of $570,812.  The purpose of the project is to assure the health and safety of children who attend group licensed child care programs.

  

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Health and Human Services to assure the health and safety of children who attend group and family licensed child care programs; and

 

Whereas, The operation of this grant project from September 1, 2004 to August 30, 2005 would cost $570,812 entirely provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Health and Human Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712 (Grant Ordinance); and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2004 Special Revenue - Grant and Aid Projects Fund, the following amounts for the project titled Early Child Care Grant:

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.  Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                      Expend from the 2004 grant budget funds for training and out-of-town travel by departmental staff; and

 

3.  Enter into subcontracts as detailed in the grant budget.
