Body
Whereas, The Wisconsin Department of Natural Resources (DNR) began planning efforts for the Hank Aaron State Trail (HAST) through The Menomonee River Valley in the City of Milwaukee in the early 1990's; and
Whereas, Upon completion, the HAST will be a valuable community asset by providing recreational and commuter bicycling opportunities as well as providing a catalyst to redevelopment of The Menomonee Valley; and
Whereas, DPW has been working in a cooperative effort with the DNR to advance implementation of the HAST; and
Whereas, A Memorandum of Agreement (MOA) has been drafted to set forth the responsibilities of the City and DNR regarding funding, acquisition, development, and operation of the HAST in the City of Milwaukee; and
Whereas, Responsibilities of the City of Milwaukee include but are not limited to:
- Providing trail easements to the DNR on City-owned properties.
- Installing and maintaining HAST facilities on City streets.
- Implementation of the 44th Street HAST segment (Miller Park to Doyne Park) with CMAQ grant funds.
- Implementation of the Canal Street HAST segment (6th Street to Miller Park) in conjunction with Canal Street Reconstruction.
- Implementation of the 6th Street Viaduct Ramp HAST Segment (6th Street to Buffalo Street) with CMAQ grant funds; and
- ·
Whereas, Responsibilities of the DNR include but are not limited to:
- Trail management
- Trail planning
- Providing local funding match associated with CMAQ grants (with the exception of Canal Street segment)
- Trail maintenance (with the exception of on-street segments)
- Implementation of HAST segments within Stadium District lands.
- Landscaping along HAST
- Trail signage

; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to execute the Memorandum Agreement between the City of Milwaukee and the State of Wisconsin Department of Natural Resources regarding the funding, acquisition, development, and operation of the Hank Aaron State Trail between Doyne Park and the Lakefront, a draft copy of which is attached to Common Council Resolution File Number 040006, and is incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That minor changes to the draft MOA which do not change the intent of the agreement are hereby approved; and, be it
Further Resolved, That the Commissioner of Public Works is hereby authorized and directed to let construction contracts for construction related work associated with the HAST in accord with the MOA.
