Title

A substitute ordinance to further amend the 2016 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes positions in the following departments:

Department of Administration, Common Council-City Clerk, Health Department, Library, Department of Neighborhood Services, Police Department, Department of Public Works

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Section 1 of ordinance File Number 150505 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Department of Administration, Office of the Director”, add one position of “Small Business Development Manager (A)(Y)”, add two positions of “Business Analyst-Sr. (A)(Y)”, add one position of “Contract Compliance Officer (Y)”; and add footnote “(A)” to read as follows:

 

“(A) To terminate upon expiration of the CDBG program year unless grant agreement is renewed or fiscal year is altered by Common Council action.”

 

Under “Business Operations Division, Document Services”, delete one position of “Document Services Manager (Y)”, delete one position of “Document Services Supervisor (Y)”, delete six positions of “Document Technician”, and delete the section “Document Services”.

 

Under “Auxiliary Personnel”, delete four positions of “Document Services Assistant (0.25 FTE)” and delete the section “Auxiliary Personnel”.

 

Under “Small Business Development Program”, delete one position of “Small Business Development Manager (A)(Y)”, delete two positions of “Business Analyst-Sr. (A)(Y)”, delete one position of “Contract Compliance Officer (Y)”, delete footnote “(A)” in its entirety, and delete the section “Small Business Development Program”.

 

Under “Common Council-City Clerk” following “Council Records Section”, add the section “Document Services”.

 

Under “Document Services”, add one position of “Document Services Manager (Y)”, add one position of “Document Services Supervisor (Y)”, and add six positions of “Document Technician”.

 

Under “Auxiliary Positions”, add four positions of “Document Services Assistant (0.25 FTE)”.

 

Under “Central Administration Division”, add one position of “Community Economic Development Director”.

 

Under “Health Department”, amend footnote “(F)” to read as follows:

 

“(F) To expire 12/31/16 unless the Sexually Transmitted Diseases Grant-STD Infertility Prevention, available from the State of Wisconsin Department of Health Services, is extended.”;

 

Amend footnote “(HH)” to read as follows:

 

“(HH) To expire 12/31/16 unless the Hepatitis B Immunization Grant is extended.  A portion of the Health Interpreter Aide may be funded by the Immunization Action Plan Grant.”; and

 

Amend footnote “(BBB)” to read as follows:

 

“(BBB) To expire 12/31/16 unless the Dual Protection Partnership Initiative from the State of Wisconsin Division of Public Health-Family Planning Program (DPH-FP) and the Family Planning Health Services, Inc. (FPHS, Inc.) is extended. Funds one position of Communicable Disease Specialist and Nurse Practitioner in the STD Clinic.”

 

Under “Disease Control and Environmental Health Services Division, Childhood Lead Detection Program (Z)”, delete one position of “Environmental Hygienist (X)(Z)”, add one position of “Environmental Hygienist (X)(Z)(TT)”, and amend footnote “(Z)” to read as follows:

 

“(Z) To expire 12/31/16 unless the Childhood Lead Detection Grant is extended.”

 

Under “Sexually Transmitted Disease Clinic”, delete nine positions of “Communicable Disease Specialist (X)(B)(F)(BBB)”, add eight positions of “Communicable Disease Specialist (X)(B)(F)(BBB)”, and add footnote “(B)” to read as follows:

 

“(B) To expire 12/31/16 unless the Sexually Transmitted Diseases Grant-HIV Prevention, available from the State of Wisconsin Department of Health Services, is extended.”

 

Under “Library, Branch Library Services Decision Unit, Branch Library Services Pool”, add six positions of “Librarian III”.

 

Under “Police Department, Community Outreach & Education”, add one position of “Heroin and Opiate Victim Advocate”.

 

Under “Crossing Guard Division”, add one position of “Safety Coordinator”.

 

Under “Technical Communications Division”, delete one position of “Captain of Police”.

 

Under “Assigned as Needed Within Decision Unit”, add twenty positions of “Police Officer” and add seven positions of “Community Service Officer”.

 

Part 2.  Section 1 of ordinance File Number 150505 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2016 - December 20, 2015):

 

Under “Department of Administration, Budget & Management Division, Office of the Director”, delete one position of “Community Engagement and Achievement Manager” and add one position of “Community Engagement and Achievement Collaborative Manager”.

 

Under “Health Department, Family and Community Health Services Division, Men’s Health Program”, delete one position of “Public Health Nurse (X)(G)(O)” and add one position of “Public Health Nurse 3”.

 

Under “Southside/Northwest Health Center”, delete two positions of “Public Health Nurse (X)(G)(O)” and add two positions of “Public Health Nurse Coordinator (X)(G)(O)”. 

 

Under “Empowering Families of Milwaukee Program”, delete four positions of “Public Health Nurse (X)(G)(EEE)”, add four positions of “Public Health Nurse 3 (X)(G)(EEE)”, delete five positions of “Public Health Nurse (X)(G)”, add five positions of “Public Health Nurse 3 (X)(G)”, delete three positions of “Public Health Nurse (X)(G)(O)”, and add three positions of “Public Health Nurse 3 (X)(G)(O)”.

 

Under “Nurse Family Partnership Program”, delete four positions of “Public Health Nurse (X)(G)(J)”, add four positions of “Public Health Nurse 3 (X)(G)(J)”, delete three positions of “Public Health Nurse (X)(G)(O)”, add two positions of “Public Health Nurse 3 (X)(G)(O)”, add one position of “Public Health Nurse Coordinator (X)(G)(O)”, delete one position of “Public Health Nurse (G)(X)”, and add one position of “Public Health Nurse 3 (G)(X)”. 

 

Under “PNCC/CCC/Newborn Screening Program”, delete five positions of “Public Health Nurse (X)(G)(O)(N)”,  add four positions of “Public Health Nurse 3 (X)(G)(O)(N)”, add one position of “Public Health Nurse Coordinator (X)(G)(O)(N)”, delete one position of “Public Health Nurse (G)(X)”, and add one position of “Public Health Nurse Coordinator (G)(X)”.

 

Under “Milwaukee Breast Cancer Awareness Program”, delete two positions of “Public Health Nurse (X)(G)(GG)(JJ)”, add one position of “Public Health Nurse 3 (X)(G)(GG)(JJ)”, and add one position of “Public Health Nurse Coordinator(X)(G)(GG)(JJ)”. 

 

Under “Disease Control and Environmental Health Services Division, Childhood Lead Detection Program (Z)”, delete one position of “Public Health Nurse (X)(G)(Z)” and add one position of  “Public Health Nurse 3 (X)(G)(Z)”.

 

Under “Lead Poisoning Control Program - (CDBG)”, delete two positions of “Public Health Nurse (X)(G)(TT)”, add one position of “Public Health Nurse 3 (X)(G)(TT)”, and add one position of “Public Health Nurse Coordinator (X)(G)(TT)”.

 

Under “Sexually Transmitted Disease Clinic”, delete five positions of “Public Health Nurse (X)(G)”, add four positions of “Public Health Nurse 3 (X)(G)”, and add one position of “Public Health Nurse Coordinator (X)(G)”.

 

Under “Tuberculosis Control Unit”, delete two positions of “Public Health Nurse (X)(G)”, add one position of “Public Health Nurse 3 (X)(G)”, and add one position of “Public Health Nurse Coordinator (X)(G)”.

 

Under “Communicable Disease Division”, delete five positions of “Public Health Nurse (X)(G)”, add three positions of “Public Health Nurse 3 (X)(G)”, and add two positions of “Public Health Nurse Coordinator (X)(G)”.

 

Under “Immunization Action Plan Grant (DD)”, delete three positions of “Public Health Nurse (X)(G)(P)(DD)(EE)(AA)” and add three positions of “Public Health Nurse Coordinator (X)(G)(P)(DD)(EE)(AA).”

 

Under “Police Department, Sensitive Crimes Division”, delete one position of “Administrative Services Specialist” and add one position of “Domestic Violence Victim Liaison”.

 

Under “Department of Public Works - Operations Division, Forestry Section, Field Operations”, delete two positions of “Urban Forestry Inspector (X)”; add two positions of “Urban Forestry Technician” and designation “(A)” with footnote “(A)” to read:

 

“(A) One assignment in Contract Administration to be paid an additional 3% biweekly.”;

 

Add designation “(B)” to the title “Urban Forestry Crew Leader” with footnote “(B)” to read: 

 

“(B) Up to six project or leadworker assignments in to be paid an additional 3% biweekly.”; and

 

Add designation “(D)” to the title “Urban Forestry Specialist” with footnote “(D)” to read: 

 

“(D) Up to nine assignments in Core Forestry Operations to be paid an additional 3% biweekly.”;

 

 Under “Nursery Operations”, add designation  “(C)” to the title “Nursery Crew Leader” with footnote “(C)” to read:  

 

“(C) One assignment performing Greenhouse oversight to be paid an additional 3% biweekly.”

 

And add designation “(E)” to the title “Nursery Specialist” with footnote “(E)” to read:  

 

“(E) One assignment as a leadworker to be paid an additional 3% biweekly.”

 

Under “Shop Operations”,  add one position of “Equipment Mechanic III”.

 

Part 3.  Section 1 of ordinance File Number 150505 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 3, 2016 - January 17, 2016):

 

Under “Department of Neighborhood Services, Residential Inspection Division”, delete one position of “Environmental Code Enforcement Manager (X)(Y)” and add one position of “Building Codes Enforcement Manager (X)(Y)”.

 

Part 4.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 5.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2016 (December 20, 2015).

 

Part 6.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 3, 2016 (January 17, 2016).

 

The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.

 

Part 7.  This ordinance will take effect and be in force from and after its passage and publication.
