This substitute resolution authorizes and directs the appropriate City officials to transfer $170,000 from the Development Zone/Commercial Development Revitalization Program Account to a new subaccount. The funds will be used for public way improvements to complement the campus improvements being undertaken by Rockwell Automation/Allen Bradley in the general vicinity of North 3rd Street and West Greenfield Avenue.
BODY:
Whereas, The 1998 City budget provides for the Development Zone/Commercial Development Revitalization Program; and
 
Whereas, The Economic Development Committee, through Common Council File No. 900839, has adopted guidelines for the development of projects for said program; and
 
Whereas, The City of Milwaukee ("City") has an ongoing commitment to the revitalization of neighborhood commercial areas; and
 
Whereas, The Rockwell Automation/Allen Bradley campus improvement project is a multi-faceted, multi-year, physical improvement project including the construction of a 1,320 vehicle-$11 million parking structure, a $500,000 plus improvement of the visitor parking lot, as well as the continued upgrading and improvement of additional existing parking facilities, the installation of uniform signage throughout the campus area and more; and
 
Whereas, This project will contribute significantly to the appearance and revitalization of the immediate residential neighborhood as well as to a reduction in the level of neighborhood traffic congestion; and
 
Whereas, Rockwell Automation/Allen Bradley has committed more than $11.5 million to this campus improvement project and proposes to continue to make improvements in future years; and
 
Whereas, It is in the best interests of the City to support this neighborhood effort with public way improvements; and
 
Whereas, Preliminary cost estimates and plans have been prepared for public way improvements around the first phase of the campus improvement project, namely:
 
1. Around the upgraded visitors parking lot (South 2nd Street, West Greenfield Avenue, and South 3rd Street).
 
2. Around the new parking structure (South 3rd Street, West Madison Street, South 4th Street, and West Scott Street); now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the City Comptroller is authorized and directed to transfer the sum of $170,000 from the Development Zone/Commercial Development Revitalization Program Account to the appropriate borrowing account and expenditure accounts following the City Attorney's determination to the taxability or nontaxability of the specific borrowing required under this substitute resolution; and, be it
 
Further Resolved, That the City Comptroller, in conjunction with the Commissioner of the Department of City Development, is authorized and directed to establish any and all subaccounts in accord with generally accepted accounting practices and City guidelines necessary to maintain the fiscal control to carry out the intent and purpose of this substitute resolution, public way improvements associated with the first phase of the Rockwell Automation/Allen Bradley campus improvement project; and, be it
 
Further Resolved, That all City officials, departments, boards and commissions are authorized and directed to assist and cooperate with the project.
