Title
A substitute ordinance to further amend the 2020 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Comptroller’s Office, Department of Employee Relations, Fire and Police Commission, Fire Department, Health Department, Library
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows:
Under “Department of Employee Relations, Operations Division, Compensation and Pay Services”, delete one position of “Human Resources Analyst” and add one position of “Human Resources Analyst - Senior”.
“Under “Fire Department, Support Services Bureau Decision Unit, Technical Services/Dispatch Division”, delete one position of “Administrative Fire Captain (A)” and add one position “Fire Information Systems Manager”.
Under “Health Department, Clinical Services Division, Laboratory”, delete one position of “Microbiologist” and add one position of “Microbiologist-Senior (X)”.
Part 2. Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2020 - December 29, 2019):
Under “Health Department, Community Health Division, Office of Violence Prevention”, delete one position of “Injury and Violence Prevention Program Manager (X)(Y)(K)” and add one position of “Family Injury and Violence Prevention Manager (X)(Y)(K)”.
Part 3. Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 11, 2020 - May 17, 2020):
Under “Fire and Police Commission”, delete and replace all sections, positions, and footnotes with the following:

(A) The Fire & Police Commission Executive Director shall provide quarterly reports on 9-1-1 call wait times and activities, trainings, and initiatives to reduce wait times.
(B) The Fire & Police Commission Executive Director shall collaborate with the Police Department on initiatives to reduce overtime expenditures.
(C) The Fire & Police Commission Executive Director shall collaborate with the Police Department and Health Department to present a plan to the Common Council for information sharing following a critical incident.
(D) The Fire & Police Commission Executive Director shall ensure that recruiting activities for the Fire Cadet program take place only within the City of Milwaukee.
(E) The Fire & Police Commission Executive Director is directed to expand trauma informed care training to all members of the Milwaukee Police Department.
(F) One position designated as bilingual
(X) Private automobile allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.
(Y) Required to file a statement of economic interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics.”
Under "Library, Administrative Services Decision Unit, Operations Division", delete one position of “Milwaukee Public Library Associate Director (X) (Y)”, add one position of “Associate Library Director - Operations (X) (Y)”.
Under "Technical Services Division", delete one position of “Milwaukee Public Library Associate Director (X) (Y)” and add one position of “Associate Library Director - Technical Services (X) (Y)”.
Part 4. Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 13, 2020 - June 14, 2020):
Under “Comptroller’s Office, Auditing Division”, delete one position of “Auditing Manager”, add one position of “Audit Manager”, delete one position of “Information Systems Auditor”, add one position of “Senior IT Auditor”, delete two positions of “Auditor-Lead (X)” and add two positions of “Senior Auditor (X)”.
Part 5. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 6. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2020 (December 29, 2019).
Part 7. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 11, 2020 (May 17, 2020).
Part 8. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 13, 2020 (June 14, 2020).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 9. This ordinance will take effect and be in force from and after its passage and publication.
