Analysis
Currently, under the city's trap-neuter-release pilot program for feral cats, once a feral cat colony and colony caretaker are identified, all property owners within a circular radius of 200 feet of the premises on which the colony is located shall be notified through U.S. mail. This ordinance requires that the council member whose district the colony is located in be notified at the same time as surrounding property owners of the request to maintain a feral cat colony. Furthermore, this ordinance requires the department of neighborhood services to report to the common council annually regarding the trap-neuter-release pilot program for feral cats.
