Title

Resolution amending Common Council File Number 081332 relative to the application, acceptance and funding of the Wisconsin Department of Commerce, Division of Housing and Community Development Neighborhood Stabilization Program.

Analysis

This resolution amends Common Council File number 081332 relative to the Wisconsin Department of Commerce Neighborhood Stabilization Program (NSP) funding to add an additional award of $1,997,556 for the Milwaukee Consortium.

Body

Whereas, The Common Council File number 081332 authorizes the Community Development Grants Administration to apply, accept and fund the City of Milwaukee Neighborhood Stabilization Program from the Wisconsin Department of Commerce; and

 

Whereas, The City of Milwaukee was initially awarded the amount of $1,461,792 from the Wisconsin Department of Commerce for the Neighborhood Stabilization Program (NSP) for specific activities related only to the City of Milwaukee; and

 

Whereas, The City of Milwaukee has entered into a consortium agreement with the City of Cudahy, the City of West Allis, and Milwaukee County to serve as the Managing member conducting consortium activities for the additional award of Neighborhood Stabilization Program funds; and

 

Whereas, The additional award of $1,997,556 will be distributed among the members of the Milwaukee Consortium; and

 

Whereas, All entities have agreed with the consortium arrangements as noted in the attached agreements.  The consortium members met on February 23, 2010 and have agreed to the distribution of the funding award in the amount of $1,997,556 as noted in Attachment A; and

 

Whereas, The operation will continue through February 28, 2013 and would cost $3,459,348 of which $3,459,348 would be provided by the grantor; and

 

Whereas, The Grantor share for this program has increased from $1,461,792 to $3,459,348.  Total cost of the program increased by $1,997,556; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Community Development Grants Administration shall accept the additional grant funding without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.                      Commit funds within the Project/Grant Parent of the 2010 Special Revenue-Grant and Aid Projects, the following amounts for the program titled: “Neighborhood Stabilization Program-Wisconsin Department of Commerce Consortium”:

2.                     Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement; and

 

3.                     Establish the necessary City Share Project Values; and be it

 

Further Resolved, That these funds are budgeted for the Community Development Grants Administration which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Enter into subcontracts as detailed in Attachment A.
